Daegu City Activates Emergency Response System Following Taewang E&C’s Application for Court Reorganization… All-out Effort to Prevent Chain Shocks to Local Construction Industry

Actively Applying the ‘Direct Payment System for Subcontractors’ in Public Works and Supporting Early Designation of Replacement Contractors If Necessary

Daegu Mayor Choo Kyung-ho: "We Will Prevent the Contagion of the Credit Crunch Through Close Management with Local Financial Sectors and the Construction Industry"

Taewang E&C, a mid-sized construction company ranked 3rd or 4th in Daegu, ultimately filed for rehabilitation proceedings (court reorganization) on the 21st, unable to withstand its liquidity crisis. Amid growing economic anxiety in the local community, Daegu Metropolitan City has activated an immediate emergency response system to minimize the impact on the local construction ecosystem.

To this end, Daegu City held an emergency meeting at the Sanggyeok Government Complex on the 25th to devise multifaceted emergency support measures aimed at minimizing damage to partner companies and subcontractors and preventing disruptions to various construction sites currently underway within the city. As a result of Daegu City’s close inspection of the status of major projects within its jurisdiction, it was determined that there are no immediate major setbacks to public construction and private housing projects currently underway.

According to Daegu City, it was confirmed that the developer is directly paying subcontractors for the construction of the subway connecting passageway and entrance at Manchon Station, which is currently under construction. Furthermore, regarding the Build-Transfer-Lease (BTL) project for separating rainwater and sewage pipelines, it was determined that there would be minimal ripple effects, as Taewang E&C is not participating as the lead contractor in any of the projects. In the private housing sector as well, it was confirmed that there are currently no multi-unit housing projects being undertaken by Taewang E&C within Daegu City.

However, judging that the aftermath of the rehabilitation proceedings could lead to a liquidity crunch across the local construction industry and cause cascading damage to second and third-tier subcontractors, Daegu City plans to maintain continuous, close monitoring and support measures in accordance with the progress of the court's decision. First, Daegu City has decided to strictly enforce the "Direct Payment System for Subcontractors," under which the contracting authority directly pays subcontractors, to ensure the smooth progress of public works projects. It is reported that if construction delays are anticipated, the city plans to minimize disruptions by allowing the transfer of equity among joint venture partners or by designating a replacement contractor early on.

It is also reported that on the afternoon of the 25th, an urgent review of financial support measures was conducted at the Sanggyeok Government Complex to identify difficulties related to the current situation. The meeting was attended by a large number of officials from financial institutions, including Taewang E&C, IM Bank, the Financial Supervisory Service, and the Korea Credit Guarantee Fund, as well as representatives from local construction associations.

Daegu Mayor Choo Kyung-ho stated, "Minimizing the impact caused by a local mid-sized enterprise filing for rehabilitation is the city administration's top priority amidst the already difficult local construction situation." He pledged, "We will mobilize all administrative resources by closely cooperating with local financial institutions and the construction industry to prevent the liquidity crunch from spreading to the entire regional economy." Meanwhile, unable to withstand the worsening liquidity caused by the prolonged downturn in the regional real estate market and the liquidity crunch in the financial sector, Taewang E&C filed for corporate rehabilitation proceedings, along with preservation orders and a comprehensive stay order, with the Daegu Rehabilitation Court on August 21. Subsequently, on the 24th, the company formally submitted a list of creditors to the court, entering into full-scale court-supervised management procedures.

Taewang E&C stated, "Our current assets (approximately 476 billion won) significantly exceed our total liabilities (approximately 250 billion won)." The company further announced its position, stating, "We intend to repay our debts and achieve business normalization as soon as possible through the rapid sale of assets, intensive self-rescue restructuring, and the active utilization of the direct payment system for subcontractors at public construction sites."
