North Gyeongsang Province Fully Supports Insurance Premiums for Small Business Owners… Covers Risks of Business Suspension and Loan Repayment
North Gyeongsang Province is launching an insurance support initiative for small business owners who have suspended operations due to illness or injury, or who are facing difficulties in repaying loans due to unexpected death or serious illness.
North Gyeongsang Province announced that it will implement the "Small Business Mutual Growth Insurance Support Project" starting September 1st to alleviate the management burden on small business owners within the province and strengthen the social safety net.
This project is a competitive grant program in which the insurance industry and local governments are collaborating, and it will be implemented for three years from September 2026 to August 2029. The total project budget is 2.5 billion won, and North Gyeongsang Province will fully subsidize the insurance premiums that eligible small business owners would otherwise have to pay, allowing them to enroll for free.
The support is divided into "Business Suspension Compensation Insurance" and "Loan Assurance Insurance."
Business Suspension Compensation Insurance is a product designed to cover fixed costs incurred when a business is unable to operate due to hospitalization caused by illness or injury. The program targets small business owners registered in Gyeongbuk who have been operating for at least one year, compensating for expenses such as rent and utility bills incurred even during periods when business operations are suspended.
The first two days after hospitalization are excluded from coverage, but starting from the third day, a maximum of 50,000 won per day can be received. The coverage period is up to 10 days.
Small business owners whose operating period falls short of one year as of September 1, the implementation date of the insurance, will also be eligible for coverage if they meet the one-year requirement by August 31, 2027.
There is no need to apply separately. Small business owners operating in Gyeongbuk for at least one year are automatically enrolled in the insurance without any separate procedures.
The Loan Safety Insurance targets small business owners aged 20 to 65 who are utilizing the Gyeongbuk Credit Guarantee Foundation's 2025 "Butim Finance" program. If an insured person dies, is diagnosed with one of the three major diseases (cancer, cerebral hemorrhage, or acute myocardial infarction), or suffers a severe disability, the insurance payout is used to support loan repayment. The maximum coverage limit is 10 million won.
A separate enrollment process is required for the Loan Safety Insurance. Eligible small business owners must first agree to the provision of third-party information through the Gyeongbuk Credit Guarantee Foundation. Insurers then send a guide link for identity verification and additional consent. Subsequently, the individual must complete and submit the consent for information provision, identity verification, and pre-contract disclosure requirements. Enrollment is finalized following a review by the insurance company.
Gyeongbuk Province expects that this initiative will establish a safety net to address potential income gaps and debt burdens arising from illness or accidents, and enhance the business sustainability of small business owners. Lee Gyeong-gon, Director General of the Gyeongsangbuk-do Economic and Trade Bureau, stated, “We hope this serves as a social safety net providing practical assistance to small business owners struggling with unexpected illnesses, injuries, or debt risks.” He added, “We will continue to develop tangible support measures to underpin the business stability of local small business owners and the recovery of the people’s livelihood economy.”
Detailed information on how to sign up for the program and the insurance coverage details can be obtained through the Gyeongsangbuk-do Economic Promotion Agency. <
