Special Forest Management Zones Established in 5 Cities and Counties Damaged by Wildfires in Gyeongsangbuk-do… Regional Forest Reconstruction Begins in Earnest

Gyeongsangbuk-do has finalized the designation of Special Forest Management Zones in five cities and counties affected by massive wildfires and is now embarking on full-scale forest restoration and the creation of income bases that reflect the specific characteristics of each region.

Gyeongsangbuk-do announced on August 31 that it had additionally designated and officially notified the area around Hwamae-ri, Seokbo-myeon, Yeongyang-gun, as a Special Forest Management Zone. With the completion of designations for Uiseong-gun, Andong-si, Yeongdeok-gun, and Cheongsong-gun, a total of five special zones have been established, with one in each of the five wildfire-affected cities and counties.

Regarding the timing of the designations by city and county, Uiseong-gun was designated as the first special zone last March, followed by Andong-si in June, and Yeongdeok-gun and Cheongsong-gun on July 30. With the designation of Yeongyang-gun, the vision of "One City/County, One Special Forest Management Zone" has been completed.

**** Forest Management Special Zones are a system designed to go a step beyond the existing wildfire recovery method of simply removing damaged trees and replanting them, aiming to utilize forests as a new source of income and an economic foundation for the region. Gyeongbuk Province was the first in the nation to introduce this system based on the relevant special act.

In these special zones, afforestation projects utilizing income-generating and landscape tree species tailored to local conditions are undertaken, along with the establishment of production bases for specialty trees and wild vegetables. The core objective is to create an income generation structure through forests by expanding infrastructure necessary for forest management, such as forest roads, and linking it with facilities for processing, distributing, and selling forest products.

Yeongdeok County is focusing its project on securing new forest income sources to replace the pine mushroom production base damaged by wildfires. The plan involves planting income-generating species such as chestnut trees, establishing cultivation complexes for wild vegetables like Codonopsis pilosula and bracken, and expanding cold storage, processing, and packaging facilities to enhance the marketability and added value of forest products.

Cheongsong County is pursuing a complex project that considers both forest landscapes and forest product production. The plan is to utilize these as tourism resources by adding wild vegetables such as wild garlic and water parsley to landscape tree species like oak and maple, and by creating forests featuring the rhododendron, a representative flower of Mt. Juwang.

In Yeongyang County, the creation of a large-scale themed forest utilizing birch and maple trees is being pursued. The concept is to create a forest landscape that harmonizes with the nearby wind power complex and establish a foundation for maple sap production to serve as an income source for landowners.

Following the designation of the special zone, Gyeongbuk Province will begin formulating detailed business plans that reflect feedback from the field. Starting in September, the province will tour five cities and counties to hold briefing sessions involving landowners, local residents, and relevant agencies, and plans to incorporate opinions presented on-site into the business plans.

Furthermore, to ensure the large-scale implementation of the special zone projects, the province plans to request necessary national government funding and actively work to secure financial resources. The policy is to refine the projects by reflecting regional forest conditions and landowner needs, ensuring that forest restoration leads to actual income generation.

Choi Soon-go, Director of the Forest Resources Bureau of Gyeongsangbuk-do, said, “Now that the designation of one special zone per city/county for five cities and counties has been completed, it is important to produce tangible results,” adding, “We will faithfully promote projects that leverage the unique characteristics of each region to establish forest reconstruction and income bases that forest owners and forestry workers can experience firsthand.”
