The Daegu Metropolitan City Council has expressed deep concern over the government's reform plan for local education finance grants and has called for a full review.
The Daegu City Council (Chairperson Im In-hwan) issued a statement at the plenary session on September 2, clearly stating its opposition to the unilateral and abrupt reform. The council argued that the reform plan announced by the government last August could undermine the stability and predictability of local education finances.
The reform plan currently being pursued by the government centers on abolishing the current domestic tax-linked method (20.79%) and reflecting the nominal growth rate and changes in the school-age population.
In response, the City Council pointed out that even if the school-age population declines, fixed financial demands such as personnel costs for teachers and staff and school operating expenses will persist, while new educational demands—including AI and digital education, care and safety, and educational welfare—are expanding significantly. Therefore, the position is that education finances should not be judged or reduced based solely on the decline in the school-age population.
Furthermore, it was emphasized that funds required for new national educational demands—such as early childhood, higher, and lifelong education—should not be shifted to elementary and secondary education finances, but that separate, stable state funding sources must be secured.
The Daegu City Council strongly urged the government and the National Assembly to address three key issues: a comprehensive review of the local education finance reform plan, a legal guarantee for the priority use of the Future Response Fund for early childhood, elementary, and secondary education, and a rational review of the bill that reflects the opinions of local councils, education offices, and the educational field.
Chairman Im In-hwan stated, "The stability of local education finances is an investment in our children's right to education and their future," adding, "The government and the National Assembly must devise rational alternatives that can secure both the stability and efficiency of education finances."
