[Break News Gyeongju] Reporter Park Young-jae = Residents of Gampo-eup, Gyeongju, North Gyeongsang Province, are continuing their conflict with the Gampo-eup Development Council (hereinafter the Council) over the use of mutual support funds related to the Wolseong Nuclear Power Plant's Macster (Dry Storage Facility for Spent Nuclear Fuel).

Residents claim that their opinions were not sufficiently reflected in the Council's execution of approximately 14 billion won in support funds, and that there are questionable aspects, particularly regarding the purchase of the November Resort, which cost about 6 billion won. They are demanding a police investigation and the direct distribution of the remaining funds.

On the 2nd, about 300 members of the Gampo Residents' Solidarity held their sixth rally in the area of Yukgeori, Gampo-eup, arguing, "Since these support funds were secured by enduring the burdens associated with the expansion of the nuclear power plant and Macster, they must be returned directly to the residents."

The core issue raised by the Residents' Solidarity is the Council's process of purchasing the November Resort.

According to the Residents' Solidarity, the resort site area discussed during the initial negotiations was 1,178 pyeong, but it was reduced by 327 pyeong to 851 pyeong in the actual contract. However, the purchase price reportedly reached 5.35 billion won.

The Residents' Solidarity is also taking issue with the fact that 350 million won of the purchase price was separately allocated under the pretext of facility costs.

The Solidarity claims that existing fixtures, such as air conditioners and sofas, were included in the facility costs, and that some of these items were subsequently disposed of. They demand that the basis for calculating this amount, the actual value of the fixtures, and the circumstances of their disposal be disclosed.

They also raised suspicions regarding the discrepancy between the actual purchase price and the amount recorded in the real estate registry.

The Residents' Solidarity stated that while the resort purchase price was 5.35 billion won, the registry lists it as 5 billion won, and demanded an explanation as to how the difference of 350 million won was separated as facility costs. It is reported that the Power Development Association explained in a certified letter sent to the Residents' Solidarity on the 27th of last month that the land and building price was 5 billion won, with the remaining 350 million won being for facility costs.

The Residents' Solidarity also raised suspicions that approximately 390 million won in value-added tax (VAT) on the building portion was incurred during the building valuation process and was covered by resident support funds.

In addition, they argue that the property owner and the chairman of the Power Development Association were not present at the site at the time of the contract, and that it must be verified whether proper delegation procedures were followed.

The Residents' Solidarity has defined these issues as four points of suspicion—the reduction of land area, the purchase price, the handling of facility costs, the burden of VAT, and contract procedures—and is urging a police investigation.

The Residents' Solidarity stated that 640 residents signed a complaint containing these allegations and submitted it to the police. They are also holding rallies three times a week to demand the disclosure of details regarding the use of support funds and documents related to the resort purchase.

In response, the Power Development Association maintains that the purchase of the November Resort was a project decided upon in accordance with the opinions of the residents. The Development Council explained that it purchased the resort to promote local economic revitalization through tourism development, citing that "economic recovery and tourism development" accounted for the highest percentage at 34% in a survey on the use of mutual growth support funds conducted in March 2023.

The Council explained that the initial plan was to generate profits by operating the resort and return them to residents in cash, and that the issue of direct compensation for residents would be addressed during future negotiations regarding the continued operation of Wolsong Units 2 through 4.

However, residents are opposing the Development Council's approach to tourism development.

They argue that given the uncertainty regarding when profits from the tourism development project will materialize and the large elderly population in Gampo-eup, the remaining support funds should be distributed directly to residents rather than waiting a long time for the project's results. Kwak Seong-min, co-representative of the Gampo Residents' Solidarity for Reclaiming Rights, claimed, “Around 2007, the Development Council spent approximately 1 billion won to purchase two studio apartments in a similar manner and promised to distribute the rental income to residents, but to date, no payments have been made in any form.”

Representative Kwak continued, “Given past precedents, it is difficult to trust the Development Council’s promise to distribute profits from tourism development,” and demanded, “Please return at least the remaining 8 billion won to the residents, excluding the amount already spent.”

The mutual growth support funds related to the spent fuel storage facility (Macster) were distributed to Gyeongju City as well as to Yangnam-myeon, Munmudaewang-myeon, and Gampo-eup, which are located near the Wolseong Nuclear Power Plant.

The Residents' Solidarity is comparing the execution method in Gampo with that of Yangnam-myeon and Munmudaewang-myeon, noting that the funds were used for projects that directly benefited residents, such as purchasing home appliances or home repairs.

The Residents' Solidarity is also demanding that Gyeongju City and Korea Hydro & Nuclear Power (KHNP) disclose the process of fund execution and related data, and step forward to oversee and supervise the situation.

Whether the allegations raised by residents regarding the purchase of November Resort actually constitute illegal acts is expected to be determined through police investigations and the verification of relevant materials, such as contracts and accounting records.

The conflict in the Gampo region is expected to continue for the time being as the Development Association, which advocates for long-term returns to residents through tourism development, clashes with the residents, who are demanding the direct distribution of the remaining funds, over a 14 billion won mutual growth support fund.
