As the Daegu City Council moves forward in earnest with the formation of the Special Committee on Administrative Integration between Daegu and Gyeongbuk, the Daegu Citizens' Coalition for Economic Justice (Daegu CEJ) emphasized that the committee must not merely act as a rubber stamp for the executive branch, but must become a forum for genuine public discourse through the direct participation of citizens from both the city and the province.
The Daegu City Council plans to finalize the formation of the Special Committee during its 328th regular session, which runs until the 16th. In accordance with the resolution proposed by Council Member Park Chang-seok, the committee will be composed of no more than seven members, with a term of activity running from the date of formation until June 30, 2028.
In a commentary released on the 7th, Daegu CEJ stated, "Considering the ripple effects and importance of the administrative integration of Daegu and Gyeongbuk, as well as the diverse opinions and conflicts both within and outside the region, it is entirely natural for the City Council to establish a special committee to discuss the matter." However, they pointed out that the committee should not merely follow the decisions of the executive branch, as was the case with the special committee operated by the 9th Daegu City Council. Daegu Citizens' Coalition for Economic Justice (Daegu CEJ) raised its voice, stating, “The special committee at the time merely followed the executive branch around without demonstrating any significant presence,” and added, “If the special committee is to be established merely for the sake of formality, it would be better not to have one at all.”
They also drew attention to the concerns raised by the City Council regarding the resolution to form this special committee. The resolution noted that past administrative integration was skewed toward agreements between mayors and provincial governors, resulting in insufficient coordination of local opinions and the collection of residents' views. It also highlighted that even after integration, challenges remain to be resolved, such as the distribution of authority, organizational structure, special financial provisions, balanced development, and public acceptance.
In particular, Daegu CEJ identified the core of the resolution as the need for a forum for substantive discussion and public discourse involving broad participation from the local council, city and provincial residents, and experts. Daegu Citizens' Coalition for Economic Justice (Daegu CEJ) stated, “This amounts to the City Council officially acknowledging the fact that administrative integration has been pursued without deliberation or public discussion processes involving the residents of the city and province,” adding that “the lack of a process for residents to directly deliberate and engage in public discussion is the greatest regret regarding the administrative integration discussions.”
They added that the newly formed Special Committee must establish a public deliberation procedure in which residents and experts can actually participate, and ensure that broad discussions on each contentious issue and alternative take place.
Furthermore, they presented the thorough review and evaluation of the “Special Act on the Establishment of the Integrated Daegu-Gyeongbuk Special City,” currently pending in the National Assembly, as a core mission of the Special Committee. Daegu CEJ emphasized that the committee must properly identify the problems with the bill and prepare new alternatives.
They also proposed considering the possibility of forming or operating the Special Committee jointly with the Gyeongbuk Provincial Council. The intention is for the two regional councils to work together to create a discussion structure and unite their efforts to mediate differences of opinion between the regions.
Meanwhile, the Daegu City Council plans to address various pending municipal issues during this regular session, including the confirmation hearing for the nominee for the president of the Daegu Urban Development Corporation, in addition to forming the Special Committee on Administrative Integration.
On the 8th, the Special Committee on Confirmation Hearings will intensively examine the management capabilities, morality, and job performance abilities of Lee Jae-yong, the nominee for the president of the Daegu Urban Development Corporation. Following this, the second meeting of the Special Committee on Confirmation Hearings is scheduled to be held on the 9th to adopt the progress report.
Finally, the Daegu Citizens' Coalition for Economic Justice stated, “The Special Committee on Administrative Integration must become a substantive forum for public discourse where not only the local council but also citizens of the city and province and experts participate broadly, free from political interests or institutional interests,” adding, “We look forward to proper discussions taking place this time.”
