Daegu City Council Member Choi Wan-sik: “Before Claiming ‘TK Bypassing,’ City Must First Prove Its Preparedness to Attract and Defend Public Institutions”

Daegu Metropolitan City Council Member Choi Wan-sik (Proportional Representation) issued a statement regarding the government’s push for the second phase of public institution relocation and consolidation, urging Daegu City to make thorough advance preparations and establish an all-out response system at the pan-regional level.

Council Member Choi pointed out, “Daegu City stands at a critical crossroads where it must simultaneously wage a ‘battle to attract’ new public institutions from the Seoul metropolitan area and a ‘battle to defend’ existing key institutions in the Innovation City, such as the Korea Gas Corporation.”

He emphasized that he has consistently demanded that Daegu City go beyond merely presenting a list of 34 institutions it hopes to attract, and instead concretize details regarding the relocation feasibility, legal constraints, required sites, total floor area, industrial connectivity with the Innovation City, and arguments for persuading the government and the National Assembly. He stated, “Daegu City must transparently disclose to the citizens the analysis results for each of the 34 agencies, details of consultations with the government and the National Assembly, and analysis data on competitive city strategies.”

In particular, regarding the controversy over “TK-passing” raised by some, Assemblyman Choi pointed out, “If the region is unfairly marginalized in government policies, I will take the lead in fighting; however, insufficient preparation or failure to respond should not be hidden behind the slogan of ‘TK-passing.’” He added, “The region’s share is secured not by the volume of its voice, but by the depth of preparation and the power of negotiation.”

Regarding the issue of the consolidation of Korea Gas Corporation (KOGAS), he expressed concern, stating, “KOGAS is an anchor institution representing the Daegu Innovation City; if its headquarters location or core functions are shaken, it could have a cascading impact on the entire regional industrial ecosystem.” Accordingly, Assemblyman Choi presented four demands to Daegu City: ▲ establishing a "government persuasion package" to retain the Korea Gas Corporation headquarters in Daegu; ▲ compiling a "comprehensive analysis table of the impact of consolidation" on public institutions located in Daegu; ▲ re-verifying consolidation criteria for institutions seeking to be attracted and expanding strategic units (to headquarters, function, and personnel levels); and ▲ activating a "pan-Daegu permanent response system" involving the city government, the city council, political circles, the business community, and experts.

He also urged that the "two-track response" strategy proposed by Daegu City be accompanied by concrete implementation plans, including target institutions, responsible officials, government negotiation schedules, location strategies, and performance indicators.

Assemblyman Choi Wan-sik emphasized, "The relocation of public institutions is not a matter of responding after a decision has been made, but a policy competition to establish logic and persuade the government prior to its decision." He added, "I will actively cooperate in protecting Daegu's interests, but if there are shortcomings, the framework must be properly restructured even now."
