The rate of students reporting school violence victimization in the Daegu area was found to be significantly lower than the national average.

On the 9th, the Daegu Metropolitan City Office of Education announced the results of the "First School Violence Survey of 2026," conducted by the Ministry of Education nationwide among elementary, middle, and high school students from April 14 to May 13. According to the survey, the victimization response rate among students in Daegu was 1.3%, far below the national average of 2.9%.

A total of 164,029 students—out of 181,504 enrolled students ranging from the fourth grade of elementary school to the third grade of high school in Daegu—participated in the survey. The participation rate was 90.4%, which was higher than the national average of 81.9%.

By school level, the victimization response rate was 2.3% for elementary school students, 1.1% for middle school students, and 0.4% for high school students. These figures were lower across all school levels compared to the national averages of 5.7% for elementary, 2.3% for middle, and 0.8% for high school.

Regarding the types of victimization, verbal abuse was the most common (38.5%), followed by group exclusion (17.5%), physical violence (14.9%), and cyberbullying (6.4%). Other reported types included stalking (6.1%), coercion (5.6%), sexual violence (5.5%), and extortion (5.4%).

The Daegu Metropolitan City Office of Education operates the "3-STEP Student Life Education" program to ensure a safe school environment for students. It has established a system that seamlessly connects each stage—prevention, incident response, and support for both victimized and offending students.

In the prevention stage, the office runs "Mind Education" and "Empathy Projects" to help students understand their emotions and cultivate empathy. "Mind Education" was introduced in the 2023 academic year, and the "Empathy Project" has been expanded this year to include all first-year middle school students who wish to participate.

When school violence incidents occur, "Relationship Restoration Support Teams" and "Conflict Mediation Support Teams" step in to facilitate educational resolutions. In particular, the Conflict Mediation Support Teams assess the parties' willingness to mediate from the early stages of an incident and conduct mediation activities aimed at restoration. During the first semester of this year, a total of 115 mediation cases were handled, supporting schools in resolving issues internally. When mediation is successful, a "gentleman's agreement"—in which the parties pledge to ensure each other's safety—is also implemented.

Support for victimized students is also being strengthened. The Daegu Metropolitan City Office of Education assigns professional counselors to elementary, middle, and high schools and operates the "Maeum-bom Center" and "Daedong Maeum-bom Center," which are dedicated facilities for students affected by school violence. Follow-up counseling is also provided via "Wee Class" for cases resolved internally by school principals.

To foster change in students who have committed acts of violence and to prevent recurrence, the office has developed and distributed "Reflection Footprints" (Seongchal Baljaguk)—practical materials that allow teachers and students to reflect together on the incident and the process of restoration.

Furthermore, the office supports schools in responding effectively to school violence through various communication channels, including the Daegu School Life Education Support Portal "Deundeun-e" and services such as "Deundeun-talk," "Deundeun-call," and "Deundeun-check."

Kang Eun-hee, Superintendent of the Daegu Metropolitan City Office of Education, stated, "We will continue to implement practical policies to build an educational community where students, parents, and teachers share responsibility, aiming to normalize school life education that remains true to the essence of education."
