POSCO Union Offers 300,000 Won Daily Allowance to Striking Workers, Raising Questions Over Appropriateness

Allowance Paid Separately from Wage-Loss Compensation… Union Says It Supports Collective Action, Company Emphasizes Stable Operations and Swift Agreement

The POSCO labor union began a 48-hour partial strike on September 9, with reports that union members participating in the strike will receive a daily participation allowance of 300,000 won in addition to compensation for wages lost during the strike, raising questions over the legitimacy and appropriateness of the payment.

The participation allowance is not a wage or compensation paid by the company but a payment made directly by the labor union. It is reportedly being provided to union members who participate in the strike in accordance with the union's strike guidelines.

The union says the allowance is intended to reduce the financial burden on members participating in the strike and support their participation in collective action.

The union explained that the payment is designed to ease the burden on members who suffer wage losses as a result of the strike and enable them to participate in the collective action.

However, questions are being raised over whether it is appropriate to provide an additional financial benefit of 300,000 won per day on top of wage-loss compensation. In particular, because the allowance is funded by the union, there are calls for the union to transparently explain the legal and organizational basis for the payment, the size of the funds involved, and the eligibility and payment criteria.

The partial strike is currently taking place at the Second Electrical Steel Plant of POSCO's Electrical Steel Division in Pohang, with around 10 workers reportedly participating. Major production processes are being maintained under the provisions of the collective agreement concerning essential work, and there has been no significant disruption to production so far.

Most employees are continuing to work as usual to maintain stable production and equipment safety. Company executives and site managers are also reportedly monitoring production and safety conditions while maintaining an emergency response system.

Regarding the partial strike, the company said it would listen to the union's demands while maintaining stable operations and equipment safety and pursuing an early settlement of the wage negotiations.

The company also said that despite being in an emergency management situation, with operating profit in the first half of the year down 43 percent from the previous year, it had presented a proposal that exceeds settlements reached by competitors and represents the industry's highest level in terms of actual total compensation. The company maintains that, given the substantial offer made to reflect the union's demands, reaching an agreement through negotiations would be preferable to further strikes.

POSCO said it would continue transparent communication and negotiations aimed at labor-management cooperation, while adding that if violations of laws or company regulations occur during the strike, it would verify the facts and respond in accordance with relevant procedures.

Some observers have also linked the union's payment of the participation allowance to the union chairman election scheduled for October, suggesting that the measure could be aimed at strengthening organizational unity. Others say it is necessary to examine the actual purpose of the payment and the decision-making process behind it.

The central issue in the controversy is whether paying a separate daily participation allowance of 300,000 won, beyond compensation for wage losses caused by the strike, is a reasonable measure to support the union's collective action or whether it can be viewed as a financial incentive designed to encourage members to participate in the strike.

The union is being urged to clearly explain the basis, funding source and payment criteria for the allowance, as well as present specific negotiation objectives and tangible benefits that members can expect to gain from the strike.
