Yeongcheon City Launches Dedicated Task Force for 2nd Ammunition Depot Relocation; Accelerates Response to Military Facility Relocation
Yeongcheon City is accelerating the relocation project for the 2nd Ammunition Depot—located in the Nambu-dong area—by establishing a dedicated task force (TF) to facilitate inter-departmental collaboration.
The city announced the formation of the "Military Facility Relocation Response TF" to comprehensively address various issues that may arise during the relocation process, including administrative, financial, and urban planning matters.
Relocating the 2nd Ammunition Depot is a complex undertaking requiring the simultaneous review of multiple sectors beyond just defense, such as urban spatial restructuring, infrastructure, compensation, funding, and local industry. Consequently, the city has gathered working-level staff from relevant departments to coordinate tasks and enhance its capacity to respond to key issues.
The TF will comprehensively handle tasks such as formulating the relocation plan, evaluating candidate sites and methods, consulting with relevant agencies (including the Ministry of National Defense), devising funding strategies, reviewing urban planning and infrastructure development, and planning the future use of the existing site.
In particular, the city plans to link the TF’s activities with the ongoing "Basic Plan and Feasibility Study for Military Facility Relocation" to enhance the project's specificity and feasibility. Yeongcheon City initiated this study in July and is currently conducting a comprehensive review of relocation sites, methods, project implementation frameworks, economic viability, and funding strategies.
Based on the study's results, the city intends to develop arguments to address key issues and prepare the necessary data and detailed implementation plans for consultations with the Ministry of National Defense and other relevant agencies.
Cooperation between the TF and the "Military Facility Relocation Advisory Committee"—established last August—will also be strengthened. The city aims to enhance the project's professionalism and quality by incorporating expert opinions from fields such as the military, law, urban planning, industry, and finance into the project plan. Yeongcheon City views the relocation of the 2nd Ammunition Depot not merely as a project to move a military facility, but as an opportunity to remove spatial constraints that have hindered urban development and to establish a new axis for city growth.
Plans for utilizing the site secured after the relocation are also being reviewed. In particular, the city intends to explore the feasibility of creating a specialized defense industry complex—integrating defense-related companies with research and support facilities—to expand the local industrial base and drive subsequent development projects that attract businesses and create jobs.
Yeongcheon Mayor Kim Byeong-sam stated, "The relocation of the 2nd Ammunition Depot is a major undertaking requiring seamless cooperation across various administrative sectors and continuous coordination with relevant agencies," adding, "We will establish a response system centered on a dedicated task force to enhance the project's feasibility and viability."
He further remarked, "We will meticulously prepare for the post-relocation use of the site to ensure that the military facility's move translates into tangible urban development and the revitalization of the local economy for the benefit of our citizens."
