Yeongyang-gun Becomes First in Gyeongbuk to Enact ‘Basic Society Ordinance’… Establishing a Region-Specific Policy Framework

Yeongyang-gun has established an institutional foundation to integrate policies supporting residents' basic living needs—such as income, daily life, and healthcare—into a unified system.

The county announced that the "Ordinance on Realizing a Basic Society in Yeongyang-gun" was passed by the Yeongyang-gun Council on the 9th. Yeongyang-gun is the first among the cities and counties in Gyeongsangbuk-do to enact an ordinance aimed at realizing a "Basic Society."

The ordinance focuses on linking various support policies closely tied to residents' lives within the framework of a "Basic Society" and establishing an institutional basis to continuously develop new policies tailored to the county's specific local conditions.

Yeongyang-gun plans to reorganize its existing resident support programs through the lens of a "Basic Society," enhance coordination between policies, and supplement areas that were previously lacking by introducing additional programs.

Income support is a key area of focus. Yeongyang-gun was the first in Gyeongbuk to be selected for the government’s "Rural Basic Income" pilot project and has been providing basic income payments to residents since this year.

Looking ahead, the county plans to devise a scheme to return profits generated from local energy projects—such as wind power and pumped-storage hydroelectric power—to residents, with the long-term goal of developing a "lifelong pension for all residents."

Policies to address daily inconveniences in rural areas are also being expanded. Through the "Immediate Living Complaint Resolution Team," the county directly handles on-site issues such as repairs for electric mobility vehicles and boilers, as well as the fixing of insect screens.

In the healthcare sector, the county continues to provide support measures for residents living in areas with limited access to medical facilities.

The "Remote Village Health Care Hub" (Health Sarangbang) initiative involves visiting villages where access to medical services is difficult to provide basic check-ups, traditional Korean medicine treatments, and health consultations. The county is also implementing a policy to subsidize health check-up costs, enabling residents to monitor their health status at the right time and access necessary medical services.

Following the enactment of the ordinance, Yeongyang-gun plans to re-examine its policies to cover not only income but also all aspects of daily life, including care, medical services, transportation, and housing. The strategy involves organically linking separately operated programs to establish a policy delivery system that residents can tangibly experience in their daily lives.

Efforts to identify new projects tailored to local characteristics will also continue. In particular, the county plans to flesh out a "Yeongyang-style Basic Society" model, focusing on projects that alleviate inconveniences related to daily life, healthcare, and transportation in rural areas while improving basic living conditions for residents.

Yeongyang County Mayor Oh Do-chang stated, "A 'Basic Society' is not merely a slogan; it is about supporting the fundamental conditions of life so that residents do not have to endure inconvenience or marginalization simply because of where they live." He added, "We will closely review current programs to address any shortcomings and create policies that residents can truly feel the impact of."

He continued, "As we were the first in Gyeongbuk Province to enact this ordinance, we will ensure it does not remain just an institutional declaration." He pledged, "We will ensure that the benefits of local resources return to the residents and will systematically resolve the inconveniences of daily life caused by local conditions."
