한병도 의원은 "학교나 유치원, 어린이집, 학원 등 부모가 아이를 가장 오래 맡기는 공간에서 매년 1천 명 넘는 종사자가 아동학대로 검거되고 있다"며 우려를 표했다. 이어 “보육 업무 이관 이후 유치원과 어린이집까지 모두 책임지게 된 교육부는, 학대 예방 교육부터 신고·조사, 피해 아동 보호까지 전반적인 체계를 꼼꼼히 점검해야 한다”고 강조했다.
또 “겉으로 잘 드러나지 않는 정서학대가 늘고 있는 만큼, 교육부 차원의 발생 및 처리 현황 관리와 현장 대응 지침 정비를 이번 국정감사에서 강하게 촉구할 계획”이라고 덧붙였다.

He added, "As instances of emotional abuse—which are not easily visible—are on the rise, I plan to strongly urge the Ministry of Education during the upcoming parliamentary audit to better manage data on the occurrence and handling of such cases and to refine guidelines for on-site responses."
