이번 계획은 지난해 1월 제정된 '울릉도·흑산도 등 국토외곽 먼섬 지원 특별법'에 근거한 첫 국가 단위 발전계획이다. 정부는 전국 43개 국토외곽 먼섬을 대상으로 2026년부터 2030년까지 5년간 138개 사업에 모두 1조942억 원을 투입할 예정이다.
울릉군에는 이 가운데 국비 3,351억 원을 포함해 지방비 503억 원, 민간투자 950억 원 등 총 4,804억 원이 배정됐다. 특히 전체 국비의 약 40%가 울릉군 사업에 투입되면서 국가 차원에서 울릉도의 전략적 중요성과 발전 가능성을 인정받았다는 평가다.
확정된 사업은 신규사업 13건 779억 원과 계속사업 8건 4,025억 원으로 구성됐다.

주민 생활과 안전을 위한 기반시설도 확충된다. 복합대피시설 건립과 상·하수도 정비, 생활폐기물 소각시설 증설 등이 추진되면서 재난 대응력을 높이고 생활환경 개선에도 속도가 붙을 전망이다.
이번 종합발전계획 확정으로 울릉군은 대규모 SOC 사업과 생활밀착형 인프라 사업을 연계해 섬의 정주 여건을 개선하는 한편 관광산업과 지역경제 활성화에도 힘을 실을 수 있게 됐다.
남한권 울릉군수는 “이번 종합발전계획 확정은 단순한 재정 지원을 넘어 그동안 국토 외곽에 위치해 상대적으로 소외됐던 섬의 군사적·경제적 가치를 국가가 공식적으로 인정한 결과”라며 “이를 계기로 국토외곽 먼섬 지원 특별법의 실효성을 높이는 제도 개선과 울릉 특별자치군 도입을 추진하고, 공항과 SOC 사업 및 생활 인프라 확충을 차질 없이 진행하겠다”고 말했다.
이어 “울릉도를 지속가능한 해양 영토 수호의 전진기지이자 관광 거점으로 발전시켜 나가겠다”고 강조했다.

He added, "We will use this as an opportunity to pursue institutional improvements that enhance the effectiveness of the 'Special Act on Support for Remote Islands,' push for the designation of Ulleung as a 'Special Self-Governing County,' and ensure the seamless progress of airport construction, SOC projects, and the expansion of living infrastructure."
He further emphasized, "We will develop Ulleungdo into both a forward base for the sustainable defense of our maritime territory and a major hub for tourism."
