【브레이크뉴스 대구】진예솔 기자=코딩 경험이 없던 한 시설직 공무원이 생성형 인공지능(AI)의 도움을 받아 직접 만든 부동산 행정 시스템이 전국 지방정부 AI 우수사례로 선정됐다.

대구 수성구는 정부세종청사에서 열린 '제43회 지방정부 AI 우수사례 발표대회'에서 자체 개발한 '부동산 안전 거래 시스템(RSTS)'으로 행정안전부 장관상을 수상했다고 15일 밝혔다.

이 시스템은 부동산 중개 과정에서 자주 문제 되는 표시·광고 위반과 거래 관련 민원을 선제적으로 차단하기 위해 고안된 것이다. 수성구 측에 따르면 최근 6년간 관내 표시·광고 위반으로 발생한 과태료 건수가 24배나 증가했으며, 단순한 층수나 면적, 주차대수 오기 등으로도 행정 처분이나 민원이 끊이지 않았다. 이에 사후 대응에서 벗어나, 오류를 미리 찾아내는 시스템이 필요해 자체 개발에 나섰다.

눈에 띄는 점은 개발 과정 전반에 외부 용역이나 별도의 개발 예산을 들이지 않고, 수성구청 내 한 시설직 공무원이 생성형 AI와의 소통을 통해 약 4개월 만에 시스템을 완성했다는 점이다.

이용 방법도 간단하다. 사용자가 주소를 입력하면 건축물대장 정보를 바탕으로 부동산 광고에 들어가야 할 12개 법정 표기 항목을 자동으로 비교한다. 결과는 ‘통과’, ‘확인 필요’, ‘위반 의심’ 등 세 단계로 분류돼 제공된다.  

또 장사시설이나 폐기물처리시설 등 7종 법정 확인 대상 시설 반경과 방향, 거리도 지도로 확인 가능하다. 최근 1년간 실거래 분포와 전세가율 추이, 단지별 비교 정보도 한 번에 볼 수 있게 설계됐다.

회원가입이나 로그인 없이 쓸 수 있고 입력한 정보는 따로 저장하지 않는다. 국토교통부 실거래가 등 공공데이터를 연계해 전국 단위 주소 조회도 가능한 점이 특징이다.

현장 반응도 긍정적이다. 수성구가 관내 개업공인중개사 1,090명을 대상으로 진행한 시연회엔 250명이 참여하며 큰 관심을 보였다. 시범운영 한 달 만에 누적 접속은 5,400회를 넘겼고, 현재는 7,000건을 돌파했다. 별도의 대규모 홍보 없이도 하루 170회 이상 꾸준히 이용되고 있다는 게 수성구 측의 설명이다.

수성구는 이번 수상을 계기로 RSTS 활용도를 더욱 높이고, 인공지능을 활용한 현장 행정 혁신을 다른 분야로도 확장하겠다는 계획이다.

김대권 수성구청장은 “많은 예산이나 외부 용역이 아닌, 현장을 가장 잘 아는 내부 공무원의 도전이 만들어낸 성과”라며 “수성구에서 시작된 사전 예방형 모델이 전국으로 퍼져 나가길 기대한다”고 말했다.

A real estate administrative system, created by a facilities management civil servant with no prior coding experience using generative AI, has been selected as an exemplary case of AI implementation by local governments nationwide.

Daegu’s Suseong-gu announced on the 15th that it won the Minister of the Interior and Safety Award at the "43rd Local Government AI Best Practices Competition" held at the Government Complex Sejong for its self-developed "Real Estate Safe Transaction System (RSTS)."

The system was designed to proactively prevent issues frequently arising during real estate brokerage—such as violations regarding property descriptions and advertisements, as well as transaction-related complaints. According to Suseong-gu, the number of administrative fines issued for advertising violations in the district had surged 24-fold over the past six years, with constant complaints and administrative penalties resulting from simple errors regarding floor numbers, floor area, or parking capacity. Recognizing the need to move beyond reactive measures and instead detect errors early, the district undertook the system's development in-house.

A notable aspect of the project is that it required no external contractors or separate development budget; a facilities management official at the Suseong-gu Office completed the system in about four months by interacting with generative AI.

Using the system is simple. When a user enters an address, the system automatically compares the details against 12 mandatory disclosure items required for real estate advertisements, using data from the building register. Results are categorized into three levels: "Pass," "Check Required," and "Suspected Violation." Users can also view the distance, direction, and proximity of seven types of facilities requiring statutory verification—such as funeral facilities and waste disposal sites—on a map. Additionally, the system is designed to provide a comprehensive view of actual transaction distribution over the past year, trends in the ratio of *jeonse* (long-term deposit lease) prices to sale prices, and comparative data by housing complex.

The system can be used without membership registration or login, and entered information is not stored. A key feature is its ability to search addresses nationwide by integrating with public data, such as the Ministry of Land, Infrastructure and Transport’s actual transaction price records. The response from the field has also been positive. A demonstration session organized by Suseong-gu for 1,090 licensed real estate agents in the district drew 250 participants, signaling strong interest. Within just one month of the pilot launch, the system recorded over 5,400 cumulative visits, a figure that has since surpassed 7,000. Suseong-gu officials noted that the system sees consistent daily usage of more than 170 sessions, even without large-scale promotional campaigns.

Building on this award, Suseong-gu plans to further increase the utilization of RSTS and expand AI-driven administrative innovation to other sectors.

Suseong-gu Mayor Kim Dae-kwon stated, "This achievement is the result of the initiative taken by internal public servants who know the field best, rather than relying on a large budget or external contractors." He added, "I hope this proactive, preventive model that originated in Suseong-gu will spread across the entire country."
