It has been revealed that over 1,300 CCTV cameras currently operated by the police lack security certification. A significant number of these units are manufactured in China, and some are installed in sensitive areas where investigative data and evidence are stored and managed, raising growing security concerns.
According to data submitted by the National Police Agency to Representative Kang Myeong-gu of the National Assembly's Public Administration and Security Committee, a total of 1,359 police-operated CCTV cameras lack TTA (Telecommunications Technology Association) security certification. Of these, 385 units—approximately 28% of the total—are Chinese-made. Notably, products from Chinese companies such as Hikvision account for the majority of these units.
The issue is that uncertified CCTV cameras are installed in critical investigative facilities, such as rooms for recording video statements and integrated evidence storage rooms. Experts warn that using equipment with weak security in such sensitive areas creates a risk of external data leaks—compromising not only video footage but also key investigative materials—through methods such as hacking.
TTA security certification serves as a standard to verify whether CCTV cameras used by public institutions can adequately withstand security threats, such as hacking or data breaches.
"A leak of police investigative data and evidence could create a serious gap in public safety," Representative Kang emphasized, adding that "thorough security inspections of sensitive equipment are essential." He further urged the immediate implementation of effective measures, such as prioritizing inspections of CCTV cameras in facilities handling investigations and evidence, and either replacing or upgrading uncertified equipment.
