Daegu City Council Calls for Re-examination of "Future Response Fund" and Demands Guarantee of Local Fiscal Autonomy
The Daegu Metropolitan City Council has called for a re-examination of the system, pointing out the potential for a reduction in local shared tax allocations resulting from the government's plan to establish a "Future Response Fund."
On the 16th, during the third plenary session of its 328th regular meeting, the Daegu City Council passed a resolution—proposed by the Special Committee on Budget and Accounts—urging a review of the Future Response Fund, which it argues undermines local autonomy.
The resolution was drafted out of concern that the government's "2027 Future Response Fund Operation Plan" could negatively impact the fiscal conditions and autonomous financial management of local governments.
The government has proposed creating a Future Response Fund worth approximately 162 trillion won—utilizing surplus tax revenue that exceeds the trend line of domestic taxes over the past decade—and allocating 53 trillion won of that amount to four key areas: youth support, growth engines, regional development, and education/talent cultivation.
An analysis by Daegu City based on the operation plan estimates that if the fund is implemented as proposed, the total national local shared tax allocation would decrease by approximately 30.5 trillion won compared to current standards, with Daegu City’s own allocation dropping by about 700 billion won.
The Daegu City Council argued that a reduction in local shared tax allocations would place a heavy burden on local governments—particularly those with weaker fiscal foundations—regarding the implementation of key local projects and the provision of essential administrative services.
Furthermore, the Council maintained that simply establishing a separate "local account" within the Future Response Fund would be insufficient to fundamentally resolve the issue of reduced local shared tax allocations. This stance stems from the concern that allocating financial resources based on criteria set by the central government could restrict the fiscal autonomy of local governments, given the regional disparities in industrial structures, demographic conditions, financial situations, and key issues.
Through this proposal, the Daegu City Council urged the government to: improve relevant systems to ensure that Local Shared Taxes do not decrease due to the establishment of the "Future Response Fund"; reconsider the method of compensating for such tax reductions through the central government's centralized, uniform fiscal management; and transparently disclose the fund's impact on local government finances while formulating operational plans that fully incorporate local government input.
In particular, the Council emphasized that fiscal policies shaping the future of local regions require joint deliberation between the central and local governments. They argued that instead of reducing funds allocated to local areas only to redistribute them based on central government criteria, fiscal management plans should be devised that respect local fiscal autonomy and the fundamental principles of local self-government.
This proposal was finalized as the official position of the Daegu City Council following a vote at the plenary session and is scheduled to be conveyed to relevant agencies, including the central government.
