영천시(시장 김병삼)는 지난 15일 시 관계자와 복지 현장 관계자, 주민 등이 참석한 가운데 ‘제6기(2027~2030) 영천시 지역사회보장계획’ 수립을 위한 경과보고 및 공청회를 열었다고 밝혔다.

이날 행사에는 읍면동 지역사회보장협의체 위원과 명예사회복지공무원, 주민, 사회복지기관·시설 관계자, 관련 업무 담당 공무원 등 70여 명이 참석했다.

참석자들은 지금까지 진행된 계획 수립 과정과 주요 내용을 살펴본 뒤 지역에서 실제로 요구되는 복지서비스와 개선이 필요한 부분에 대해 의견을 나눴다.

영천시는 계획 수립에 앞서 지역사회보장조사와 주민 욕구조사를 실시하고 지역의 복지 여건과 자원을 분석했다. 이와 함께 제5기 지역사회보장계획의 추진 결과와 평가 내용을 검토했으며, 민간 전문가와 관계부서가 참여하는 태스크포스(TF)를 구성해 분야별 복지사업과 지역 현안을 점검해 왔다.

공청회에서는 복지 사각지대에 놓인 주민을 발굴하고 지원하는 방안부터 돌봄과 건강, 아동·청소년, 노인·장애인, 주거·고용 등 생활과 밀접한 영역까지 폭넓은 의견이 제시됐다.

특히 읍면동 지역사회보장협의체 위원과 명예사회복지공무원 등 지역 주민들이 직접 현장에서 경험한 복지 수요와 개선점을 전달하면서 지역 특성을 반영한 정책 마련의 필요성도 공유했다.

영천시는 이번 공청회에서 나온 의견을 계획안에 검토·반영하고 관계기관 및 관련 부서 협의를 진행할 예정이다. 이후 지역사회보장협의체 심의 등 절차를 거쳐 제6기 지역사회보장계획을 최종 확정한다는 방침이다.

김병삼 영천시장은 “제6기 지역사회보장계획은 향후 4년간 영천의 지역복지 방향을 결정하는 중요한 기준이 될 것”이라며 “시민과 복지 현장의 다양한 의견을 꼼꼼히 살펴 지역 여건과 주민 수요에 맞는 정책을 마련하고, 시민들이 생활 속에서 변화를 느낄 수 있는 복지서비스를 추진하겠다”고 말했다.

Yeongcheon City has begun drafting its 6th Community Social Security Plan, which will outline the direction of local welfare policies for the four-year period from 2027 to 2030.

On the 15th, Yeongcheon City (Mayor Kim Byeong-sam) announced that it held a progress report session and a public hearing to formulate the "6th (2027–2030) Yeongcheon City Community Social Security Plan," attended by city officials, welfare professionals, and local residents.

Approximately 70 people attended the event, including members of local community social security councils (representing townships and neighborhoods), honorary social welfare officers, residents, representatives from social welfare agencies and facilities, and relevant government officials.

After reviewing the planning process and key details to date, participants exchanged views on the welfare services actually needed in the community and areas requiring improvement.

Prior to drafting the plan, Yeongcheon City conducted community social security surveys and resident needs assessments, while also analyzing local welfare conditions and resources. Additionally, the city reviewed the implementation results and evaluations of the 5th Community Social Security Plan and formed a task force (TF) comprising private experts and relevant departments to examine sector-specific welfare projects and local issues.

During the public hearing, a wide range of opinions was presented, covering topics from identifying and supporting residents in welfare blind spots to addressing areas closely linked to daily life—such as caregiving, health, child and youth services, support for the elderly and disabled, housing, and employment.

In particular, local residents—including community social security council members and honorary social welfare officers—shared welfare needs and areas for improvement based on their firsthand experiences, emphasizing the necessity of crafting policies that reflect the unique characteristics of the region. Yeongcheon City plans to review and incorporate feedback from the public hearing into the draft plan and consult with relevant agencies and departments. The city intends to finalize the 6th Regional Social Security Plan following necessary procedures, including deliberation by the Regional Social Security Council.

Yeongcheon Mayor Kim Byeong-sam stated, "The 6th Regional Social Security Plan will serve as a crucial framework for determining the direction of local welfare in Yeongcheon over the next four years." He added, "We will carefully consider diverse opinions from citizens and welfare professionals to formulate policies tailored to local conditions and resident needs, and we will implement welfare services that allow citizens to experience tangible changes in their daily lives."
