계명대에 따르면 마크T. 시멀리 준장은 2019년 7월 주한미군 제19지원 사령관으로 부임해 2020년 6월 주한미군 군수참모부장으로 보직이 변경됐다. 마크T. 시밀러 준장이 주한미군 제19지원 사령관으로 재임할 당시 계명대와는 다양한 교류를 통해 인연을 쌓았다.

양 기관은 인턴십 프로그램을 비롯해 미군 가정과 학생들이 조를 이루어 문화교류와 한국 생활에 도움을 줄 수 있도록 한 한미친선서클 프로그램 등을 운영하며 활발한 교류를 이어갔다. 이런 인연으로 계명대는 이번에 국제관계학과 특임교수로 임용해 지속적인 인연을 이어가게 됐다.
