대구국가산업단지에 LNG복합발전소를 건립하려던 계획이 무산됐다.

 

대구시가 국가산업단지 LNG복합발전소 건립과 관련지역 주민들과 시의회의 반대 의견을 수용해 LNG복합발전소 건립을 대구시 차원에서 반대하기로 결정하고 이를 사업주체인 ㈜한국남동발전에 통보하기로 했다고 25일 밝혔다.

대구시에 따르면 이 사업은 지난 2017년 7월 ㈜한국남동발전이 대구시에 대구 국가산업단지 내에 청정에너지 산업단지 조성사업의 일환으로 대구시는 지역의 안정적인 전력공급과 지역세수 증대, 열에너지를 활용한 산업단지 환경개선 등의 효과가 있을 것으로 판단해 지역주민의 의견 수렴과 수용성 확보를 전제로 사업에 동의했었다.

 

이후, 한국남동발전은 2019년 11월 예비타당성 조사를 거쳐 지역민들의 수용성을 확보하기 위해 다양한 방식으로 의견수렴 과정을 진행했으나, 지금까지 이 사업에 대한 주민 다수의 이해와 동의가 모아지지 않고, 환경오염과 인근지역 우포늪의 생태계 파괴 등을 걱정하는 주민들의 반대 의사만 점점 증대되고 있는 상황에서 지난 24일에는 대구시의회도 LNG발전소 건립계획의 즉각 중단과 철회를 요구하는 성명을 발표했다.

 

특히, 2020년 11월 주민공청회 이후 대구시와 사업주체인 ㈜한국남동발전, 발전허가 기관인 산업통상자원부, 부지제공 기관인 국토교통부(LH공사)를 대상으로 구지맘카페, 대구텐인텐 등 온라인 상으로 발전소 건립반대 분위기가 확산됐다.

 

현재까지 대구시 전자민원 17,785건, 주민반대 10,389명이 서명한 탄원서와 2,962명이 서명한 진정서가 접수된 바 있다. 또한 달성군 구지면 및 창녕군 발전소건립반대위원회에서 5차례에 걸쳐 집회를 개최했다.

 

이에, 대구시는 지역주민들의 반대 목소리와 대구시 의회의 뜻을 받들어 3월 25일에는 권영진 대구시장 주재로 행정부시장, 경제부시장, 관련 국·과장이 참석한 대책회의를 개최한 결과 더이상 지역주민 수용성 확보가 어렵다고 판단하고 공식적으로 국가산업단지 LNG발전소 건립을 반대한다는 입장을 정리해 한국남동발전에 통보하기로 했다.

 

권영진 대구시장은 “그동안 이 문제로 달성지역 주민들께 심려를 끼쳐 드린점에 대해 죄송하다는 말씀을 드리고, 아울러 한국남동발전에 대해서도 지역주민들의 뜻을 받들고자 하는 대구시의 불가피한 입장을 양해해 줄 것을 당부드린다”며, 향후 “정부의 그린뉴딜 및 탄소중립 정책에 선제적으로 대응하고 신재생에너지를 활용한 분산전원 확대 등 다양한 에너지사업을 통해 대구시 스마트에너지 자립도시 조성에 차질이 없도록 하겠다”고 밝혔다.
