경주시, 사적지 환경 정비사업 ‘순항’

경주시가 추진하고 있는 사적지 정비 사업이 문화재 정비구역 내 보상을 전담할 T/F팀을 조직한 덕분에 순조롭게 진행되고 있다.

30일 경주시에 따르면, 지난 2019년 7월 신설된 ‘사적지정비T/F팀’은 가장 먼저 사업 지연 원인을 면밀히 분석한 후 토지· 소유주들과의 진정성 있는 소통을 하며 괄목할만한 성과를 냈다.

 

올해 들어서만 △손곡동·물천리 유적지 160필지, 18만 6143㎡ △천군동사지 3필지, 1372㎡ △대릉원 일원 13필지 2195㎡(건물 5동) △이거사지 10필지, 8860㎡ △문무대왕릉 2필지, 1969㎡ (건물1동) △경주 읍성 3필지, 388㎡(건물2동) △원원사지 2필지 2728㎡ △인왕동사지 3필지 4229㎡ △감은사지 2필지 1729㎡ △진흥왕릉 1필지 922㎡ △남고루 1필지 258㎡(건물1동) △낭산 17필지 4만1066㎡(건물2동) 등 총 60건(토지 58건, 건물2건)의 사적지 내 사유지를 매입하는 괄목한 만한 성과를 냈다. 현재까지 사업비 133억원이 투입됐다.

 

이 가운데 감정가 불만으로 2007년부터 15년 넘게 행정기관에 대한 불신을 갖고 있었던황남동 90-53번지(444㎡, 건물1호)와 노서동 101-7번지 외 5필지(231㎡, 건물1호)를 매입하는 큰 성과를 냈다.

 

또 황남동 90-53번지는 건물 소유주와 토지 소유주가 달라 보상에 큰 어려움을 겪어 왔는데, T/F팀이올해 2월부터 건물 소유주들과꾸준한 소통으로 지난 4월 보상 절차를 모두 마무리 지을 수 있었다.

 

특히 황남동 건축물은 쪽샘지구 내에 위치한 탓에 정비사업 진행을 위해서는 철거가 반드시 필요했는데, 사적지정비 T/F팀의 끈질긴 노력으로 사업이 마무리됐다.

 

이 뿐만이 아니다. 노서동 101-1번지 외 5필지 역시 토지보상 난항으로금관총 고분전시관 공사에 큰 지장을 줬는데, T/F팀이 토지 소유주를 만나 진정성 있는 설득과 지속적인 소통으로 부지매입을 마무리 지으면서, 금관총 고분전시관 건립사업 역시 본 궤도에 오르게 됐다.

 

주낙영 경주시장은 “원활한 문화재정비사업을 위해 협조해 주신 시민 여러분께 감사드린다”며, “현재까지 매입을 하지 못한 부지에 대해선 소유주들과 지속적인 소통으로 보상절차를 조속히 마무리 짓겠다”고 말했다.
