포항해양경찰서(서장 김형민)은 2월 14일부터 4월 22일까지10주간 선박충돌·전복, 화재 등 예방 중심의 해양안전 저해사범 특별단속을 실시한다고 14일 밝혔다.
국민 생명과 직결되는 선박사고를 예방하기 위해 사고 개연성이 높은유형을 선정하여 집중 단속할 예정이며, 단속에 앞서 충분한 홍보(2주간)를통해 안전사고 예방 문화를 조성할 예정이다.
최근 3년간 포항해양경찰서 관내 선박사고를 분석해 보면, 전체사고 중어선이 63%, 레저기구 19%, 화물선 5%, 낚시어선 3%였고, 사고원인으로는 정비불량이 52%, 운항 부주의가 30%로 그 뒤를 이었다.
최근 2월 4일에는 경북 포항시 신항 부두에 접안중이던 화물선에서 원인미상의 화재가 발생하였고, 지난 7일에는 포항시 북구 영일만신항북방파제 앞 해상에서 항해중인 어선과 기선이 충돌하는 사고가 발생하였으며, 또한 같은 해 1월 28일에는 경주시 감포항 앞 해상에서운항 부주의로 인하여 항해중인 어선과 조업중인 어선이 충돌하는사고도 발생하였다.
해양경찰은예방중심 단속을 위해 △불법 증·개축 △선박안전검사미수검 △과적·과승 △무면허 운항·음주운항 등 선박사고의개연성이높은 유형을 선정하여 집중단속 할 예정이다.
또한, 중대재해처벌법 시행 관련 해양, 항만에서의 위해 요소는 없는지기획수사를 통해 꼼꼼히 들여다 볼 계획으로 국민안전과 직결되는 위반행위에 대해서는 엄정,경미사안에 대해서는 현장에서 지도·계도할방침이라고 전했다.
한편 해양경찰은 단속에 앞서 실시하는 2주간의 사전 홍보·계도 기간에 적극적인 동참을 당부한다고 전했다.
