시에 따르면 이 평가는 매년 경북도 23개 시·군을 대상으로 행정안전부가 주관하는 정부합동평가 5개 국정목표, 93개 지표와 도정 역점시책 12개 지표 등 총 105개 지표로 지방자치단체 추진 성과에 대해 중앙행정기관과 공동으로 평가하는 유일 종합평가다.

 

2009년부터 본 평가가 시작된 이래 매년 각 부서장 회의와 사업추진 등 역점 추진했으나 여타할 성적을 거두지 못하여 그간 업무성과의 부진 사유 분석 등 전 행정력을 집중 추진한 결과, 2019년도에는 전년대비 순위가 가장 많이 상승한 지자체에 수여하는 도약상을 수상했다.

 

이를 바탕으로 지난해에는 평가과제의 사전 세밀한 분석과 실현가능한 추진계획, 예산확보, 여러 가지 수 십 년 묵은 고질민원 해결방안을 구체화 하는 등 전 직원이 한마음으로 시민을 위한 적극행정을 펼친 결과, 최우수 평가의 영예를 안았다.

 

특히 코로나19 위기 속에서도 문화·교육·경제·보건·복지·환경·농축산 등 다양한 분야에서 정량평가 목표달성률 93.5%를 달성함으로써 다른 시․군과 압도적인 점수차로 사상 첫 1위를 차지했다.

 

최우수상 수상에 따라 시는 상사업비 1억 5000만원을 교부받을 예정으로, 시민 건강 증진 또는 지역 경제 활성화를 위한 사업에 즉시 투입한다는 계획이다.
