그러기 위해서는 용역이 끝나고 실질 설계에 들어갈 2023년 3월 이전에는 법안이 무조건 통과되어야 할 뿐 아니라, 올 연내 통과되는 것이 최상의 시나리오라 할 수 있다. 

 

그 때문에 공항 이전지역 이철우 경북도지사와 공항을 이전시켜야 하는 홍준표 대구시장은 주호영 의원이 발의한 대구경북통합신공항 특별법의 연내 통과에 사활을 걸고 있다. 특히, 주호영 의원에 특별법을 맡기다시피 했던 대구시 홍준표 시장은 21일에도 광주군공항이전특별법을 발의한 민주당 송갑석 의원을 만나 연내 통과를 위한 민주당 차원의 협력을 직접 주문했다. 

 

당시 현장에서는 협력에는 공감하되, 약간의 이견은 있었던 것으로 파악되고 있지만, 두 법안이 쌍둥이라는 부분에 공조하며 함께 가야 한다는 데 공감한 것으로 알려졌다. 

 

대구시는 홍 시장의 이날 송 의원과의 만남이 특별법의 연내 통과에 상당한 효과가 있을 것으로 기대하며 연내 통과를 자신했다. 현장에 함께 있었던 강대식(국민의힘. 대구 동구 을), 이인선( 국민의힘, 대구 수성을) 두 국회의원 역시 “가능성은 훨씬 높아진 것이 사실”이라며 “민주당 내부의 사정이 복잡하지만 민생 법안인 만큼 민주당이 당론으로 정하고 준비만 서두르게 된다면 광주 법안과 TK법안이 올해 안으로 함께 마무리 될 가능성이 있다”고 전망했다.

이러한 분위기는 국민의힘 내부에서도 감지된다. 극민의힘 A 국회의원은 “광주가 어떻게 준비하느냐가 문제다. 광주 상황에 따라 대구와 경북이 주장하는 연내 통과가 달라질 수 있을 것”이라며 “어쨌든 광주와 함께 가야 한다는 내부의 이야기가 많아진 것 역시 사실”이라고 말했다. 이같은 분위기는 두 법안이 연내 통과가 되면 최상이겠지만, 그렇지 못하더라도 민주당이 내년 3월 이전에만 준비를 잘해서 그 기간에 함께 통과를 시켜도 나쁘지는 않다는 내용으로도 읽힌다. 

 

국민의힘, 연내 통과 당론 확정 

 

이런 가운데 22일 대구시와 경북도, 국민의힘, 그리고 기재부를 포함하는 중앙 정부 관계기관이 모두 모였다. 국민의힘 주최의 당정협의회인데 이날 회의주제는 단연 ‘통합신공항 특별법안 연내 통과였고, 모든 기관이 합의한 것으로 알려졌다. 

 

특히 대구시는 사업의 신속성의 중요성을 강조하며 “특별법 제정을 통한 국가재정 지원이라는 보증이 필요하다”고 강조했다. 

 

현재의 기부대양여만으로는 혹시 발생할 수 있는 추가 비용에 대한 비용을 줄여야 한다는 데 골자다. 다만, 대구시는 사업 추진에서 추가 이익이 발생할 경우에는 이를 국고에 귀속시킨다는 전제를 달고 있다.

 

대구시에 따르면 이날 참석한 국토부를 포함해 기재·행안·국방부 차관들도 기부대양여사업의 특수성을 인정하면서 차액 부분 국가 지원 및 예타 면제에 대해 전향적인 수용 의사를 밝힌 것을 비롯, 대통령실 이관섭 수석도 법안 통과에 협조하겠다고 말한 식으로 알려졌다.

경북도 역시 사활을 걸다시피 하며 특별법 통과에 힘을 싣고 있다. 도내 일각에서는 당초 주호영 의원의 추가 특별법이 아니어도 신공항 건설에 무리가 없다는 입장을 밝혀왔던 경북도가 지금의 상황을 초래한 대구시를 미덥지 않게 바라볼 수밖에 없다는 불만도 있다.
