이를 위해 이차전지와 반도체산업의 성장을 위한 중요한 발판을 마련하고, 4차산업혁명의 핵심이 되는 디지털 전환, 인공지능, 로봇등 다양한 분야에 걸쳐 첨단산업육성을 위한 추진근거와 제도적 기반도 마련했다.

먼저, 작년 8월 제정된 `경상북도 이차전지산업 육성 및 지원에 관한조례'를 통해 이차전지산업의 주도권을 확보하고 체계적인 육성을 위한근거를 마련했다.

해당 조례는 지방자치단체 차원에서 이차전지산업발전기반을 조성하고 글로벌시장과 기술의 변화에 대응할 수 있는 다각적인 지원체계를 규정하고 있어, 이차전지산업의 성장과 발전에 핵심적인 역할을 하고 있다.

또한 ‘경상북도 반도체산업 육성 및 지원에 관한 조례’는반도체산업의성장과 경쟁력 강화를 위해 관련 산업을 효율적으로 육성하고 지원하기위한 근거로서 국가뿐만 아니라 국내 지자체 간의 경쟁이 심화되고 있는 가운데선도적으로 법적 기반을 마련하여 경쟁우위를 확보하는 시의성을 갖춘 조례로 평가받고 있다.

이를 기반으로 경북도는 반도체 소재·부품 시험평가센터 구축사업(449억원), 8인치 SiC웨이퍼 기반 멀티센터 SoC 플랫폼 개발사업(100억원), 산·학·연 맞춤형 인력양성사업(32년까지 2만명) 등 반도체초격차를 달성하기 위해 노력하고 있다.

또한‘경상북도 디지털 전환 및 가상융합경제 활성화 조례’가 제정되어 미래산업에 대한 대비책을 철저히 마련하고 지역 경제의 새로운 동력을 창출하기 위한 제도적 기반도 마련했다.

경북도는 2022년 ‘메타버스 수도 경북’을 선포하고 디지털 전환 패러다임에 대응하기 위한 미래 발전상을 제시하였으며 2024년에는 메타버스 수도 경북 실현 산업 생태계 조성, 메타버스 선도 프로젝트 추진, 5G 기반 실감콘텐츠산업 거점육성 등의 프로젝트를 추진할 예정이다.

‘경상북도 인공지능산업 육성 및 지원에 관한 조례’를 통해서는 인공지능 기술개발과 지원을 비롯해 연구실용화를 위한 산학연 협력 지원,인공지능산업 기반조성, 인공지능 전문인력 양성 및 교육 등 인공지능 산업의 육성과 지원에 관한 지원체계 확립의 근거를 마련했다.

정보통신정책연구원(KISDI)의 ‘국내 AI 도입기업 실태조사(2021)’에 따르면, 368개의 기업 중 14.7%가 이미 '인공지능을 도입한 상태'라고 응답하였으며, 이들 중 80%가 ‘긍정적인 효과를 보았다’라고 평가해 인공지능 시장의 성장 가능성을 확인한 바 있다.

이에 경북도는 영남권 제조업 AI 융합 기반 조성사업(’24∼’26년, 450억원), 초거대 AI 클라우드팜 실증 및 AI 확산 환경조성사업(’24~’26년,240억원), 인공지능 전문인력 양성사업 등 미래 발전의 핵심 매개체가 될인공지능 산업 육성에 박차를 가하고 있다.

‘경상북도 로봇산업 육성 및 지원 조례’는 로봇산업의 성장 촉진과 기술개발을 지원하는 데 필요한 사항을 규정하여경상북도 로봇산업 생태계의 경쟁력을 강화하고, 기술혁신을 유도하기 위한 종합적인 지원체계를 구축하기 위해 제정됐다.

이를 통해 경상북도는 글로벌 로봇 생산거점 구축지원 사업(30억원, ’24~’26년), 안전·물류·농업 연계 로봇산업 연구개발 지원사업(250억원,’23~’29년), 로봇직업 혁신센터 구축사업[2단계](300억원, ’25~’29년)을 추진하고 경북도가 로봇산업의 글로벌 허브로 도약하기 위해 전력을 다할계획이다.
