【브레이크뉴스 경북 】이성현 기자= 경북 지역 몇몇 지자체가 편법.위법 의혹 등으로 감사를 받았거나 감사 중인 것으로 나타났다. 

경산시는 지난 2월 경산시보건소 직원 2명에 대하여 자체 감사를 벌여 이들의 야근 수당 편법 탈취 사실을 확인했다.

경산시 감사관실과 주변 제보에 따르면 이들은 보건소에 근무하면서 하지도 않은 야근을 한 것처럼 기록하고 편법으로 야근 수당을 챙겨 왔던 것으로 드러났다. 경산시는 이들에 대한 징계 절차를 밟고 있는 것으로 확인됐다. 

경상북도는 청도군에 대한 감사에 착수했다. 청도군은 신화랑 풍류마을을 비롯해 청도 지역 4곳에 조형물 29점을 설치하는 과정에서 자신을 세계적 작가라고 속인 특정 작가에게 특혜를 준 의혹을 받고 있다. 

이 과정에서 청도군은 작가의 이력을 제대로 검증하지 않아 단순한 행정적 절차 오류인지 아니면 의도된 것인지에 따라 조각공원으로까지 감사가 확대됨은 물론, 경찰 수사로까지 옮겨붙을 가능성도 제기되고 있다.  

이렇듯 상반기를 넘어가는 즈음에서 감사로 지자체로 몸살을 앓기 시작하면서 이들 지자체의 청렴도에 비상이 걸리고 있다.

청도군은 지난 2023년도 국민권익위의 공공기관 종합청렴도 평가에서 3등급을 받으면서 반부패 개선 노력이 전혀 먹히지 않는 것으로 평가됐다. 특히, 경산시는 최영조 시장 재임 시절 1등급까지 받았지만 ‘2023년도 평가에서는 4등급, 앞선 2022년은 3등급을 받는 등 시장 교체 이후 공무원의 부패 정도가 심해지고 있는 것으로 나타나고 있다. 

청렴도 평가는 단체장의 의지에 따라 확연히 갈린다. 두 지역 단체장이 취임 이후 계속해서 이 부분 하위수준을 벗어나지 못하면서 2024년도 평가에서는 어떤 결과가 도출될지 벌써 부터 이 지역 주민들의 관심이 높아지고 있다.

As local governments begin to suffer from audits around the first half of the year, the integrity of these local governments is at risk.

Cheongdo-gun received a grade 3 in the Anti-Corruption and Civil Rights Commission's comprehensive public institution integrity evaluation in 2023, and it was assessed that efforts to improve anti-corruption were not working at all. In particular, Gyeongsan City received a grade 1 during Mayor Choi Young-jo's term, but received grade 4 in the 2023 evaluation and grade 3 in 2022, showing that the level of corruption among public officials is worsening since the mayor was replaced.

Integrity evaluations vary significantly depending on the will of the group leader. As the heads of the two local organizations have been unable to get out of the low level in this area since taking office, interest among local residents is already growing as to what results will be derived from the 2024 evaluation.
