【브레이크뉴스 대구】이성현 기자=대구시는 11일 ‘대구경북행정통합추진단’을 신설해 다음주 6월 17일부터 즉시 운영에 들어간다고 밝혔다.

통합추진단은 1국 2과, 15명 규모의 현원 배치로 다음주부터 즉시 가동하여 신속히 업무를 개시할 예정이다. 추진단장에게는 조직운영의 자율성과 대상자 우선 선발의 권한을 부여하고, 특히, 경제‧산업‧예산 등 각 분야에서 탁월한 업무역량이 검증된 우수 인력들을 배치해 행정통합 수행에 힘을 실을 방침이다.

현행 기획조정실장 중심의 통합TF 실무추진단은 통합추진단과 실‧국 통합협의체를 총괄하고 행안부, 기재부 등 중앙부처와의 협의‧조정을 함께 수행하게 된다.

특히, 통합추진단은 경직된 관료제적 업무체계의 부작용을 원천 차단하고 미션중심의 탄력적조직 운영을 위해 팀을 구분하지 않고 통합적으로 인력을 운영하는 애드호크라시(adhocracy)조직 형태로 운영한다.

이미 대구광역시는 시장의 특별지시로 중앙에 요청할 권한이양사무, 규제완화 사무, 특례 등을 적극 발굴하는 등 특별법안에 담아야 할 내용들을 우선 분석‧검토하고 있는 중이며, 향후 통합추진단은 정부 권한과 규제로부터 자율성과 독립성을 최대한 확보하기 위해 투자유치, 지역개발 등 이양사무의 발굴과 함께 국회‧정부‧시의회 등과의 협의, 대구‧경북 산하기관 통폐합 및 이전 정책, 대구경북 통합지자체의 균형발전 종합계획 수립 등을 추진하게 된다.

특히, 통합추진단은 대구경북 통합지자체 낙후 지역의 균형발전 전략을 조기에 수립할 계획이다. 경북 북부지역을 집중 발전시켜 인구가 증가될 수 있도록 산업단지 조성, 관광산업 활성화, 각종 특구 개발, 통합공기업 이전 정책 등을 적극 추진할 방침이다.

향후 대구광역시 통합추진단은 경상북도와의 합동추진단으로 확대될 예정이며, 그 이전이라도 양 지자체 간 수시회의를 통해 최적의 통합방안을 조율해 나갈 예정이다. 2년 전 2022년 대구경북통합 논의 시에도 ‘대구경북행정통합 합동추진단’을 꾸려 산격청사 도지사 관사에 사무실을 배치해 운영한 바 있다.

앞으로 대구광역시는 시가 구상하는 통합방안을 신속하게 만들어 경북도, 정부와 적극 협의해 나갈 계획이며, 통합 특별법안을 9월 말에 발의하고, 10월의회에서 대구경북행정통합(안)에 대한 의회 동의절차를 완료 후 연말에 특별법을 통과시킬 목표로 통합을 추진할 예정이다.
