시는 이번 기회발전특구 지정으로 문화특구 조성계획 승인, 교육발전특구 시범지역 지정에 이어 전국 자치단체 가운데 최초로 정부가 추진하는 지방시대 3대 특구를 모두 석권했다.

시는 지역 특화산업인 바이오·백신 및 헴프산업을 중심으로 앵커기업인 SK바이오사이언스㈜의 백신 생산시설, ㈜유한건강생활과 ㈜대웅테라퓨틱스의 제조시설 등 안동시 풍산읍 매곡리 일대 경북바이오 2차 일반산업단지 내 약 7만 평의 면적과 총 5,550억 규모의 신규 투자를 바탕으로 기회발전특구 지정을 신청했다.

이와 함께 지역구 김형동 국회의원과 함께 기업 투자유치 등을 바탕으로 지난 2월, 안동지구 기회발전특구 계획을 경북도에 제출했다. 이후 道 실무위원회 및 경북지방시대위원회와 산업통상자원부의 서면 검토, 현장실사, 실무위원회, 그리고 최종적으로 대통령 직속지방시대위원회 심의·의결 등 관련 법적 절차를 거쳐 기회발전특구로 지정됐다.
