지난 10일부터 28일까지 진행된 이번 정례회에서 시의회는‘ 2023 회계연도 세입‧세출 결산 승인안’, 시정질문, ‘포항시 노인 등 대중교통 이용지원에 관한 조례안’ 등 31건의 안건을 심의했다.

이번 정례회에서 예산결산특별위원회(위원장 이재진)는 ‘2023회계연도 세입‧세출 결산 승인안’, ‘2023년도 예비비 지출 승인안’, ‘2023회계연도 포항시 기금결산 승인안’을 원안의결했고, 윤리특별위원회(위원장 조영원)은 포항시의회 김상백 의원, 안병국 의원 징계의 건을 원안의결했다.

의회운영위원회(위원장 배상신)는2023년도 행정사무감사 결과보고서를 채택하고 ‘포항시의회 위원회 조례 일부개정조례안’, ‘포항시의회 지방공무원 인사 규칙 일부개정규칙안’, ‘포항시의회 윤리특별위원회 구성 및 운영 등에 관한 규칙 일부개정규칙안’을 위원회안으로 채택했다.

자치행정위원회(위원장 박희정)는 행정사무감사 결과 시정 및 처리요구 43건, 건의사항 72건을 채택하고, ‘국가유산기본법 시행에 따른 포항시 고향사랑 기부금 모금 및 운영에 관한 조례 등 10개 조례 일괄개정조례안’, ‘곡강 파크골프장 재계약(위탁) 동의안’원안의결, ‘포항시 평생학습 조례 전부개정조례안’을 수정의결 했다.

경제산업위원회(위원장 이상범)는 행정사무감사 결과 시정 및 처리요구 72건, 건의사항 10건을 채택하고, ‘포스텍 의과대학 및 스마트병원 설립 지원 등 운영에 관한 조례안’, ‘포항시 노사민정협의회 구성 및 운영조례 일부개정조례안’을 원안의결했다.

복지환경위원회(위원장 김형철)는 행정사무감사 결과 시정 및 처리요구사항 111건, 건의사항 33건을 채택하고, ‘포항시 푸드테크산업 육성 및 지원에 관한 조례안’수정의결, ‘포항시 수도급수 조례 일부개정조례안’등 3건의 안건을 원안의결했다.

건설도시위원회(위원장 조민성)는 행정사무감사 결과 시정 및 처리요구 44건, 건의사항 45건을 채택하고, ‘포항시 노인 등 대중교통 이용지원에 관한 조례안’등 6건의 안건은 원안의결, ‘포항시 도시재생전략계획 변경 수립에 대한 의견제시의 건’등 3건의 안건은 의견서를 채택했다.

한편, 이날 본회의에 앞서 전체의원 간담회에서 박희정 의원은 지역 발전과 시민 복리증진을 위해 최선을 다해 온 공을 인정받아 대한민국시군자치구의장협의회가 수여하는‘대한민국지방의정봉사상’을 수상했다.

이어 본회의에서 임주희 의원은 5분 자유발언을 통해 청렴한 계약 문화 정착을 위한 개선방안 마련을 촉구하고, 최해곤 의원은 포항 지역 풍력발전단지 개발의 필요성을 강조했다. 김상일 의원은 학산천 생태하천 복원사업의 조기 준공을 위한 포항시의 적극 행정을 촉구했다. 박칠용 의원은 신상발언을 통해 포항시의회가 다수당의 독단적 결정이 아닌, 국민의힘 외에 11명의 의원을 당선시켜 준 포항시민의 뜻을 반영하여 후반기 의장단, 상임위원장단 구성에 협치 해 줄 것을 요청했다.

백인규 의장은 “2년간 제9대 포항시의회 전반기 의정활동에 많은 관심과 성원을 보내준 시민 여러분께 감사드린다”며 “후반기에도 33명의 의원 모두가 초심을 잃지 않고 지역발전과 시민행복을 이끌어가도록 노력하겠다”고 말했다.

포항시의회는 다음달 3일부터 5일까지 제316회 임시회를 열어 제9대 후반기를 이끌어갈 의장단과 상임위원장을 선출할 예정이다.
