울진군(군수 손병복)에 따르면이번 국가산단의 예타면제는 윤석열 정부에서 추진한 15개 국가산단 후보지 중 지방권에서는 최초로 예비타당성조사가 면제된 것으로, 지난6월 18일에 국가산단 조성안이 국무회의에서 의결된 이후 불과 10일만에 예비타당성조사 면제가 최종 확정된 것이다.

이는 울진 원자력수소 국가산업단지가 입주수요가 충분하고 경제적 파급효과가 큰 산단임을 국가가 인정한 결과이다.

이번 예비타탕성 면제가 확정됨에 따라 울진 국가산단 조성이 속도를 낼 수 있게 되었다.

예비타당성조사가 면제됨에 따라 산단 조성을 위한 사업비가 확정되어 산단 조성계획과 더불어 산단 개발을 위한 각종 행정절차가 진행된다.

또한 산단 진입도로 4차선 개설 등 산단과 관련된 다양한 사업에 탄력이 붙을 것으로 기대된다.

울진 원자력수소 국가산업단지(죽변면 후정리 일원)는 46만평 규모로 약 4천억원을 투자해 조성될 예정으로, 향후 울진군의 원전 10기에서 생산되는 무탄소 원전 전력을 활용하여 대규모의 청정수소가 생산될 예정이며, 청정수소의 생산, 저장, 운송, 활용을 위한 수소 산업의 전주기 업체가 입주하게 될 예정이다.

울진군은 원자력수소 국가산단의 성공적인 운영을 위해 선제적인 대응을 지속적으로 진행해 왔다.

먼저 울진산단을 중심으로 수소산업 클러스터를 구축하기 위해 다양한 업체와 협의를 진행해 왔으며, 현재 GS건설, 현대엔지니어링, 롯데케미칼, GS에너지, 삼성E&A, SK에코플랜트, 효성중공업, DL E&C, BHI, SK D&D, 삼성물산이 입주 예정이다.

또한 무탄소 전원인 원전 전력의 국가산단 직접 공급을 위해 산업통상자원부와 한전, 한수원 등과 긴밀한 협의를 진행하고 있다.

더불어 지난 범정부 추진지원단 회의에서 손병복 울진군수가 건의한 울진산단에서 생산되는 수소 운송 방안 마련에 대해서는 정부에서 적극적으로 다양한 운송 방법을 검토 중이다.

한편 손병복 울진군수는 산단 내 입주예정 기업과 함께 울진산단의 체계적인 육성을 위해 수소특화단지 지정은 물론 첨단전략산업에 수소를 추가하고 울진 산단을 첨단전략산업 수소특화단지로 지정해 줄 것을 건의하고 있다.

첨단전략산업 특화단지로 지정되면 기업유치 인센티브 확보, R&D 정비․확충, 인력양성, 추진체계에 대한 협력적 정비 등이 범정부적 차원에서 체계적으로 이루어진다.

또한 첨단산업 발전의 다양성 확보, 노동시장의 질적 구조고도화, 특성화고부터 대학원에 이르는 인력양성 체계 구축 운영의 내실화를 도모할 수 있게 된다.
