윤 부시장은 하양여자고등학교를 졸업하고 90년 영천시에서 공직 생활을 시작, 경상북도 농업기술원 총무과, 도 자치행정과, 대변인실, 예산담당관실 등을 두루 거치며다양한 행정 경험과 탁월한 업무 추진력을 바탕으로 경산의 중‧장기적인시정 운영 전략과 정책들을 견인할 적임자로 평가된다.

특히 2021년에는 경북도 민생경제 과장으로 재직하며 코로나19 장기화로도내 많은 소상공인이 어려움을 겪을 때 공공 배달 앱 ‘먹깨비’을 오픈하여 그들의 어려움을 덜어 주었으며, 2022년 도 중소벤처기업과장을역임하며 지방 최대 1,200억 벤처펀드를 조성하는 등 경북도를 창업의최적지로 만들고자 노력했다.

이와 함께 2023년 경북도 예산담당관으로서도의 재정을 알뜰히 관리하며 그 공로를 인정받아 7월 1일 부이사관으로 승진하며 경산 부시장으로 부임하게 됐다.
