안동시에 따르면 관내 3개 대학(국립안동대학교, 가톨릭상지대학교, 안동과학대학교) 재학생 8,523명 중 4,624명이 학업장려금 지원사업을 신청했다.

앞서 안동시는 관내 주소를 둔 대학생을 2,400명 선으로 파악하고, 관외 주소를 둔 대학생 2,000명을 안동시로 주소이전 한다는 목표를 설정했다. 신청자는 전체 재학생의 54.2%에 달하는 수치로 당초 목표인 4,400명 대비 105%로 초과 달성했다.

안동지역대학 대학생 학업장려금 지원사업은 지역인재 양성과 정주 인구증가를 위한 민선 8기 대표 공약사업이다. 이를 위해 지난해 사업계획 수립, 보건복지부 사회보장제도 신설 협의, 조례제정, 예산확보 등 제반 절차를 모두 마치고 올해부터 본격적으로 학업장려금을 지원하게 됐다.

시는 3월부터 6월까지 매주 대학교를 찾아가 신청을 직접 독려하고, 현장민원실을 운영해 주소를 이전하고자 하는 학생들에게 행정 편의를 제공하기 위해 노력했다.

이는 지역 청년의 이탈과 수도권 쏠림으로 인구감소가 불가피한 상황에서, 학업장려금 지원 정책은 지역과 대학의 동반성장 가능성을 보여준 전국 최초의 사례로 평가받고 있다.

안동시 관계자는 “올해 처음으로 시행한 안동지역대학 대학생 학업장려금은시와 대학 간 긴밀한 협력체계 구축으로 성공적으로 추진됐다”라며 “앞으로도 관계기관과 소통·협력하며 지역혁신과 대학발전을 위해 지역맞춤형 인재를 양성하고 지역에서 정주할 수 있는 여건을 만들어, 지역과 대학이 동반 성장할 수 있도록 하겠다”라고 전했다.
