【브레이크뉴스 포항】박영재 기자=포항시의회(의장 김일만)는 지난 9일 시의회 소회의실에서 제9대 후반기 첫 의장단‧상임위원장단 간담회를 개최했다고 11일 밝혔다.

이날 간담회에서 김일만 의장, 이재진 부의장, 정원석 자치행정위원장, 임주희 경제산업위원장, 최해곤 복지환경위원장, 김철수 건설도시위원장은 제9대 후반기 의회가 나아갈 방향과 방침 및 각 위원회별 운영방향과 계획 등에 대해 다양한 의견을 나눴다.

시의회는 먼저 의정활동 전문성과 정책역량 강화를 위해 의장단‧상임위원장단 간담회 및 각 상임위원회별 간담회를 정례화하고, 실무중심의 내실있는 의정연수와 맞춤형 의원 연수를 확대하기로 했다. 또한 자원봉사활동도 활성화하여 현장에서 소통하고 봉사하는 의회상을 구현하기로 했다.

각 위원회별 운영방향과 계획에 대해 자치행정위원회는 문화‧예술‧체육시설의 확충 및 체계적 관리‧운영을 통해 지역 정주여건을 개선하고 포항시와 의회가 지역과 시민을 위한 같은 방향의 정책을 펼쳐나갈 수 있도록 하겠다고 했다. 특히 최근 불거진 보조금 횡령사건과 관련해 예산결산특별위원회를 상설화 해 예산사용에 대해 상시 조사‧점검 할 수 있는 체계를 갖추어야 한다는데 뜻을 모았다. 거액의 시유재산 공금횡령 사건 또한 공무원 전보제한 등 인사시스템의 문제로 발생한 만큼 전보, 승진, 보직, 정원 운영 등 전반적인 인사제도 개선을 위해 의회가 지속적인 관심을 가지고, 필요시 특별조사위원회를 구성하는 등 재발방지를 위한 체계적인 대안을 찾아나가기로 했다.

경제산업위원회는 지역의 산업구조 다변화에 맞춰 기업유치에 주력하고 이차전지 특화단지, 바이오 특화단지, 기회발전 특구 지정, 수소연료전지클러스터 예타 통과 등에 따른 후속조치와 지역 연계 산업 발굴이 차질없이 이루어질 수 있도록 노력하겠다고 했다. 더불어 산업단지 내 인프라 구축, 마이스산업 활성화를 위해서도 힘쓰고, 수소환원제철소 건립시 추진상황을 시민들과 원만히 공유하겠다고 했다.

복지환경위원회는 우리 지역에 음식물 바이오가스화시설 입지선정과 건립이 조속히 추진되고, 추모공원과 에코빌리지 건립이 차질없이 추진될 수 있도록 노력하겠다고 했다. 이어 50만 이상 대도시 중 음식물류 처리시설이 우리 지역만 없어 막대한 예산이 낭비되고 있는 만큼 하루빨리 해결방안을 찾을 것이라고 했다.

건설도시위원회는 포항 도시관리계획 재정비 사업의 원활한 추진으로 부족한 산업단지 부지 확보와 남북구 균형발전 등을 위해 힘쓰겠다고 했다. 이어 안전도시 포항건설을 위한 항사댐 건설, 지역민의 숙원사업인 영일만대교 건설을 위해 최선을 다하고, 특히 KTX 포항역 주차장 확충방안을 하루빨리 마련해 시민 불편을 최소화 할 수 있도록 하겠다고 했다.

김일만 의장은 “30여년 전 부활 된 지방자치제도가 제대로 자리잡기 위해서는 시민으로부터 위임받은 권한으로 시민들이 행복과 안녕을 누릴 수 있도록 집행기관에 대한 의회의 건전한 감시와 협력이 적절하게 이루어져야 한다”며 “이를 위해 2년 전 지방자치법 개정을 통한 지방의회 인사권 독립이 이루어진 만큼 의회의 전문성과 독립성을 확립해 지방자치의 뿌리가 정착되도록 기틀을 다져나가겠다”고 말했다.
