6일 오전 11시 대구시교육청 앞에서 ‘군위 거점학교 육성 정책’의 중단을 촉구하는 기자회견이 개최됐다.

앞서 대구시교육청은 “군위초·중·고교를 군위군 내 거점 학교로 육성할 계획으로 면 단위에 위치한 소규모학교 학생들의 군위초·중 전학을 유도하는 ‘일방향 공동통학구역 조정제도’를 이번 9월부터 전면 시행하겠다”고 밝혔다.

이에 대해 군위 작은 학교 살리기 공대위는 “일방적이고 졸속적인 행태”라며 “군위군 소규모 학교 말살 정책”이라고 비판했다.

현재 군위초·중을 제외한 면 단위 소재 학교들은 대부분 전교생이 15~30명 내외에 불과해 ‘일방향 공동통학구역 조정제도’가 시행되면 소규모학교들은 학교교육활동 운영에 심각한 타격을 받게 되고 이로 인해 휴교 위기에 처할 수밖에 없다는 것이 이들의 주장이다.

공대위는 “군위군 면적이 대구시 면적의 41%를 차지함에도 초·중·고 1개교씩만 운영하겠다는 것은 지역 소멸을 가속화하겠다는 말이나 다름없다”고 꼬집었다.

또한 “큰 학교에서 작은 학교로 전학은 막고 작은 학교에서 큰 학교로 전학은 허용하는 것은 일방적 통학구역조정이다”며 “대구교육청은 군위 거점학교와 통학구역조정을 발표하기 이전 지역 주민이나 양육자, 학생, 교사 등의 의견을 제대로 수렴하지 않았다”고 지적했다.

이들은 “학생 수 감소를 명분으로 소규모 학교를 없애는 것이 아니라 농촌지역을 고려해 작은 학교 활성화 정책을 먼저 제시해야 한다”며 “대구교육청이 농촌의 작은 학교 교육 여건을 개선해 과밀 학교로부터 인구 유입을 촉진하는 것이 바람직하다”고 강조했다.

공대위가 실시한 현장교사 설문에 따르면 전체 응답자의 82%가 군위 거점학교 정책을 반대하는 것으로 나타났다. 학부모들 역시 우려를 표한다. 일방향 통학구역 조정으로 인해 오히려 선택권이 줄어든다는 의견이다.

대구시교육청은 “그동안 학교장, 군위군 관계자 등 교육현안 간담회를 실시해왔다”며 “군위 거점학교 육성을 위한 소통의 장을 만들것”이라고 말했다.

이에 따라 이날 오후 6시 30분 군위군민회관 대강당에서는 학부모 등 150여명을 대상으로 군위초·중·고 거점학교 운영에 대한 설명회가 개최될 예정이다.
