이날 김의장은 ‘포항시의회의 기능과 역할’를 주제로 지방자치의 의의, 포항시의회 현황과 운영 방향, 주요 활동 및 성과, 지방자치법 개정사항 등에 대해 설명하며 열정적인 강의를 펼쳤다.

또한 의정활동에 대한 시민들의 올바른 이해와 시민참여의 중요성을 강조하며 지방자치와 지역발전을 위한 회원들의 적극적인 관심과 동참을 당부했다.

김일만 의장은 “자치분권이 본격화되고 지방의 다양성과 창의성이 강조되는 상황 속에서 지방의회의 역할이 더욱 중요해지고 있다”며“앞으로도 항상 시민들과 소통하며 민의를 잘 새겨 실질적인 지방자치와 지역발전, 시민복리증진을 위해 최선을 다하겠다”고 말했다.
