14일 대구시는 행정안전부에 대구경북 행정통합 중재안을 수용한다는 뜻을 전달했다고 밝혔다. 경상북도 역시 중재안에 대해 긍정적인 입장으로 다양한 의견을 수렴해 최종 결정할 것이라고 전했다.

중재안에는 6개 조항이 담겼다. 대구시와 경북도를 통합해 설치하는 지방자치단체의 법적 지위는 수도인 서울특별시에 준하는 위상이며 정부는 사무와 재정을 적극 이양해야 한다는 내용이 명시된 것으로 파악된다.

명칭은 대구시가 제시한 ‘대구경북특별시’가 유력하며 시·군·자치구의 권한은 그대로 유지된다는 내용이 포함됐다. 대구시와 경북도가 가장 갈등을 빚었던 통합청사 소재지 및 관할범위에 대해서는 별도로 범위를 설정하지 않는다고 명시됐다.

경북도가 중재안을 수용하면 홍준표 대구시장, 이철우 경북도지사, 이상민 행안부장관, 우동기 지방시대위원장 등은 4자 서명식을 갖고 범정부추진단과 통합의 후속 절차를 진행할 예정이다.
