【브레이크뉴스 영양】이성현 기자=영양군(군수 오도창)은 행정안전부 주관으로 12월 2일 피스앤파크컨벤션(서울시 용산구소재)에서 개최된 ‘2024 대한민국 안전 가족 격려행사’에서 ‘재난안전 특별유공’포상에 입암면 유명욱 금학리 이장 외 3명이 수상했다고 밝혔다.

이날 입암면 유명욱 금학리 이장은 대통령 표창, 입암면 송영헌 대천리 이장, 김형종 입암면 자율방재단장은 국무총리표창, 입암면 금학리 이호국씨는 행정안전부 장관표창을 각각 수상했다.

유명욱 이장, 송영헌 이장, 김형종 단장은 10분간 강우강도 42mm에 달하는 집중호우가 내린 지난 7월 8일, 하천 급류와 토사유출로 대천리, 금학리 일대 마을이 고립된 긴박한 상황에서, 주민 한 명씩 전화통화를 하여 소재를 파악하였고, 마을 어르신들을 업거나 부축해 안전한 대피소로 대피하는 등 적극적인 재난 대응 활동을 했다.

그 결과 주택 26채가 반파 및 침수되었고 인근 농작물이 큰 피해를 입었지만, 이들의 용감한 대처가 이루어져 대규모 인명피해를 면할 수 있었다.

입암면 금학리에 거주하는 이호국 씨는 하천이 범람하자 인근에 사는 고령의 이웃주민이 위험하다는 것을 인지하고, 외지에 있는 이웃주민의 아들과 통화 후 담장을 부수고 집 안으로 진입하여, 취침 중이던 이웃주민을 깨워 업고 자신의 집으로 긴급히 대피했다.

유명욱 이장은 “마을이장으로써 당연히 해야할 일을 했을 뿐이며, 지난 집중호우 기간 마을을 위해 발 벗고 나선 모든 분들을 대표해서 이렇게 큰 상을 주신 것으로 생각한다.”라며 “앞으로도 민관이 함께 재난상황에 적극적으로 대응하여 인명피해를 최소화하는데 앞장서겠다.”라고 수상소감을 밝혔다.

오도창 영양군수는 “유명욱 금학리 이장 외 3분들의 정부포상을 축하드리며, 올해 재난 대응과 복구에 헌신하신 모든 군민들의 노력에 감사드린다.”라며 “재난으로부터 인명피해 제로를 목표로 재난 예방과 대응에 최선을 다하겠으며, 앞으로도 군민들의 적극적인 참여와 협조를 부탁드린다.”라고 밝혔다.

On this day, Yu Myung-wook, Ipam-myeon Geumhak-ri village chief, Song Yeong-heon, Ipam-myeon Daecheon-ri village chief, and Kim Hyeong-jong, Ipam-myeon Autonomous Disaster Prevention Foundation director, received the Prime Minister’s Citation, and Lee Ho-guk, Ipam-myeon Geumhak-ri, received the Minister of the Interior and Safety’s Citation, respectively.

On July 8, when torrential rain of 42mm fell for 10 minutes, village chiefs Yoo Myung-wook, Song Yeong-heon, and Kim Hyeong-jong were in an urgent situation where the villages of Daecheon-ri and Geumhak-ri were isolated due to rapid river currents and landslides. They actively responded to the disaster by calling each resident one by one to determine their whereabouts and carrying or supporting the village elders to safe shelters.

As a result, 26 houses were partially destroyed or flooded and nearby crops suffered significant damage, but their brave response prevented large-scale casualties.

When the river overflowed, Lee Ho-guk, who lives in Geumhak-ri, Ipam-myeon, realized that his elderly neighbors living nearby were in danger, so he called his son who lived outside the area, broke down the wall, entered the house, woke up his sleeping neighbors, carried them on his back, and evacuated them to his own house.

Village chief Yoo Myung-wook said, “As the village chief, I simply did what I had to do, and I believe this grand award is given to me on behalf of all those who stepped up for the village during the recent heavy rains.” He added, “We will continue to actively respond to disaster situations together with the public and private sectors to minimize casualties.” Yeongyang County Governor Oh Do-chang said, “I congratulate Yoo Myung-wook and three other village chiefs on receiving government awards, and I thank all the residents for their dedication to disaster response and recovery this year.” He added, “We will do our best to prevent and respond to disasters with the goal of zero casualties from disasters, and I ask for the residents’ active participation and cooperation in the future.”
