11일 포항시에 따르면 2025년 예산은 전년 대비 1,076억 원(7.6%) 증가했으며, 확보된 신규사업은 54건 1,024억 원, 계속사업은 164건 1조 4,159억 원이다.

정부의 건전재정 운영 기조와 사상 첫 증액 없는 감액예산안 의결이라는 상황에도 확보액이 증가했으며, 특히 신규사업 확보액이 219억 원 증가했다는 점에서 의미가 크다.

이강덕 포항시장은 “국비확보를 위해 노력해 준 직원들을 비롯해 큰 힘을 보태준 김정재 의원, 이상휘 의원, 경북도 관계자, 시·도의원, 정치권 등 모든 분들에게 감사의 말을 전한다”며, “정부 추경예산 편성과 2026년도 국비 확보에도 선제적으로 대비해 나가겠다”고 말했다.

주요 신규사업은 ▲이차전지 특화단지 지하관로 인프라 구축(71억), ▲포항강소연구개발특구(2단계)(18억), ▲No-Code 제조 기술 혁신생태계 구축(23억), ▲오일-가스 해저 분리시스템 실증 기술 개발(30억), ▲배터리∙반도체 특성화 대학원 지원(60억), ▲포항시 남부생활권 농촌협약(28억) 등이다.

분야별로 살펴보면 SOC 분야는 38건 6,519억 원으로 ▲영일만횡단대교 건설(4,553억), ▲포항영일만항 해경부두 축조(77억), ▲포항영일만항 남방파제 2단계 축조(92억), ▲국지도 20호선 효자~상원(동빈대교) 건설(121억) 등을 확보했다.

R&D 분야는 71건 4,798억 원으로 ▲대형장비활용 신약디자인 플랫폼 구축(53억), ▲바이오 미래기술혁신 연구지원센터 지원(45억), ▲철강산업 재도약 기술개발(116억), ▲글로컬 대학30(포스텍)(272억), ▲해양레저장비 및 안전기술 개발(56억) 등을 확보했다.

그 밖에 분야는 109건 3,866억 원으로 ▲오천 항사댐 건설(84억), ▲포항블루밸리 국가산업단지 용수공급(2차)(5억), ▲환동해 해양복합전시센터 건립(129억), ▲지진 피해지역 공동체 복합시설(54억), ▲호미곶항 정비(91억), ▲영일대지구 연안정비(71억) 등을 확보했다.

SOC 분야만 전년 대비 151억 원이 감소했으며, 나머지 분야는 모두 전년 대비 증가했다.

특히 R&D 예산은 4,798억 원으로 전년 대비 428억 원이 증가했는데, 포항시 역점사업인 이차전지, 수소, 바이오 사업에 22건 649억 원을 확보했고, 디지털·AI 신규 공모사업 9건을 포함해 총 11건 124억 원을 확보하면서 R&D 예산 증가를 견인했다.

다만 재선충병 방제, 영일만항 국제여객터미널 2단계 축조, 이차전지 재생원료 비축센터 사업 등 일부 사업들은 기재부 및 소관부처와 증액 협의가 잘 이뤄진 사업이었지만, 감액예산안 의결로 최종안에 반영되지 못해 아쉬움이 컸다.

시는 11월 말부터 2026년 국비 발굴에 돌입, 1월 중 국비확보 보고회를 개최할 예정이며, SOC 분야 등 500억 원 이상 예타 규모의 신규사업 발굴과 특화단지(이차전지, 바이오, 수소) 선정에 따른 후속 신규사업 발굴, 국비 비율이 높은 양질의 신규사업 발굴 등을 보완해 나갈 계획이다.

By sector, the SOC sector secured 38 cases and 651.9 billion won, including ▲ construction of Yeongil Bay Crossing Bridge (455.3 billion won), ▲ construction of Pohang Yeongil Bay Port Coast Guard Pier (7.7 billion won), ▲ construction of the 2nd phase of the Pohang Yeongil Bay Port Southern Breakwater (9.2 billion won), and ▲ construction of National Route 20 Hyoja-Sangwon (Dongbin Bridge) (12.1 billion won).

The R&D sector secured 71 cases and 479.8 billion won, including ▲ construction of a new drug design platform using large equipment (5.3 billion won), ▲ support for the Bio Future Technology Innovation Research Support Center (4.5 billion won), ▲ development of technology for a leap forward in the steel industry (11.6 billion won), ▲ global university 30 (POSTECH) (27.2 billion won), and ▲ development of marine leisure equipment and safety technology (5.6 billion won).

In particular, the R&D budget increased by 42.8 billion won year-on-year to 479.8 billion won, securing 64.9 billion won for 22 cases for Pohang City's key projects in secondary batteries, hydrogen, and bio businesses, and securing a total of 12.4 billion won for 11 cases, including 9 new digital and AI public offering projects, led the increase in the R&D budget.
