【브레이크뉴스 경북】이성현 기자=경북도는 바이오 특화단지, 규제자유특구, 후보특구 등 국가 정책지정 공모에서 5개를 지정받아 지난해 국비 예산 2,034억원보다 119% 증가한 4,445억원을 확보했다고 11일 밝혔다.

도에 따르면 지난해에는 특화단지 2건과 방산혁신 클러스터가 지정됐으며 올해는 특화단지, 규제자유특구, 후보특구 등 정책공모 5개를 지정받았다.

이러한 결과는 지난 7월 민선 8기 이철우 도정의 선제적 조직개편과 정책 결정이 주효한 원인으로 작용했다.

경북도는 메타AI과학국을 신설해 소재부품산업과와 바이오생명산업과를메타AI과학국 소관으로 변경해 첨단과학 산업 간 연계와 협업이 쉽게 했다.

효율적인 조직개편으로 중앙정부의 ‘제1차 국가전략기술 육성 기본계획(24~28)’,‘AI 자율 제조 전략 1.0’, ‘국가 AI전략 정책방향’등 첨단산업 육성, 제조업 혁신, 인공지능등 국가 정책 흐름에 맞춘즉각적인 대응이 가능했다.

도는 ▴경북 바이오·백신산업 특화단지(산업부) ▴경북 세포배양식품 규제자유특구 지정(중기부) ▴전기차 사용후 핵심부품 순환이용 후보특구 지정(중기부) ▴산업용 헴프 규제자유특구 임시허가 지정(중기부) ▴경북테크노파크 소프트웨어산업 진흥기관(과기부) 추가 지정 등 정부 정책지정 공모사업 5개가 선정됐다.

지난해 반도체, 이차전지 특화단지에 이어 올해 6월 안동·포항 바이오·백신 특화단지까지 지정되어, 지역 산업의 판이 첨단 전략산업 중심으로 탈바꿈하게 됐다.

이번 지정으로 산업 기반 시설 구축, 인력 양성과 세액공제 혜택 등을 기반으로 SK바이오사이언스, 코리포항 등 선도기업의 민간투자가 이어질 것으로 기대된다.

이어 4월 경북 세포배양식품 규제자유특구가 군 단위 최초로 지정되어, 전국 최다인 5번째 규제자유특구*가 출범했다. 특구 지정을 계기로 미래 푸드테크 신산업을 발굴해 경북의 새로운 먹거리로 산업을 육성하고 있다.

내년 규제자유특구 본선에 오를 후보 특구도 지정됐다. 9월 전기차 사용후 핵심부품 순환이용 후보특구로 지정돼 앞으로 인버터, 모터 등 전기차 핵심부품을 재사용·재제조하여 만든 이륜차, 농기계 시장을 새롭게 열어갈 계획이다.

산업용 헴프 규제자유특구는 올해 11월 중소벤처기업부 규제자유특구위원회에서 임시 허가를 받아, 규제자유특구의 성과를 이어갈 수 있게 되었다. 이를 통해 의료용 헴프 시장을 열어, 지역 산업영역이 한층 넓어지게 될 것으로 보인다.

마지막으로 경북테크노파크가 과학기술정보통신부 소프트웨어산업 진흥기관으로 지정되었다. 이번 지정으로 지역 대학과 ICT 분야 연구 협력을 확대해 전도유망한 지역 SW 스타트업 육성에 큰 힘이 될 전망이다.

국가 공모사업에서도지난해 대비 사업 건수, 금액 등에서 두 배를 확보하는 쾌거를 거두었다. ▴첨단전략산업(반도체·이차전지·바이오) ▴미래선도기술(디지털·인공지능 등) ▴지역 제조 산업 혁신으로 경북의 강점을 활용한 미래 신산업을 발굴ㆍ육성하는 데 역량을 집중했다.

국가첨단전략 특화단지와 연계해 반도체·이차전지·바이오 분야 연구개발, 인력양성, 기반구축을 위한 국비를 확보해 특화단지 지정 성과를 확산하고, 전·후방산업 생태계를 조성했다.

특히, 반도체 소재․부품 시험평가센터 구축 예산확보로 구미 반도체 특화단지 내 입주기업들의 수요에 부합한 시험평가 체계를 구축할 수 있게 되어 기업의 해외시장 진출에 힘을 보태게 된다.

디지털, 인공지능 등 미래선도 기술 분야 국가 예산 확보에도 괄목할 만한 성과를 만들었다.

경북도는‘디지털메타버스과’,‘AI데이터과’등 선도기술 대응 부서를 만들어 육성 의지를 보였고, 그 결과 지난해 대비 미래 선도기술 분야 국가공모사업 확보가 많이 증가했다.

전국 지자체 대상으로 농어촌형 1개소를 선정하는 ▴디지털 트윈 시범구역 조성사업 공모 141억원 ▴제조업 AI 융합기반 조성 사업 300억원 ▴초거대 AI 클라우드 팜 실증 및 AI 확산 환경 조성 111억원 공모 선정으로 지역 특화형 초거대 AI 모델을 구축한다.

또한, 전통 제조업과 선도기술을 결합하는 공모사업을 다수 확보해 전자·철강·자동차 등 제조업에 인공지능과 디지털 트윈을 입혀 지역 주력산업의 지속적인 성장을 유도하는 데에 힘을 보탰다.

산업통상자원부AI 자율제조 프로젝트 공모사업에 합성피역 제조공정 자율제조 시스템 개발 사업 등 경북에서 3개 사업이 선정되는 쾌거를 거두었다. 도내 선도기업에 자율제조 공정을 도입해 생산 현장의 노동력 부족 문제를 해결하는 데 큰 역할을 할 것으로 기대된다.
