이철우 지사는 민선 8기 주요 도정방향으로 건전재정 기조를 통해 지속적인 재정혁신과 효율적인 구조조정으로 발전지향적 예산 편성을 추진해 왔다.

특히, 지속적인 성장둔화, 경제위축으로 지방세와 지방교부세 세입이 급격하게 줄어드는 등 어려운 국가재정 상황과 지방재정 여건속에서도 강력한재정혁신과 공격적인 국비확보 등을통해 예산규모 최초 13조원을 돌파(5.2% 증액)하고 지방채 발행 없는 건전재정기조를 확립했다.

특히, 2025년 국가투자예산은 역대 최대 규모인 11조 8,677억원의 예산을 확보하여, 2025년 APEC 정상회의·저출생 사업 등 국가적 과제와 지역현안 사업을 선도적으로 추진해 나갈 수 있는 기반을 마련한 것은 큰 성과로 평가된다.

지방자치단체 재정분석은 각 자치단체의 재정 상황을 매년 점검하고 건전한 재정 운용을 촉진하기 위해 행정안전부가 주관하는 평가이다.

경상북도는 재정분석 지표 중 △통합재정수지비율 △지방세징수율 제고율 △지방세체납액증감률 △세외수입체납액관리비율 △세수오차비율 등에서 탁월한 성과를 기록하며, 최우수한 1위를 받았다.

특히, 건전성 분야 관리채무비율은 지방채 미발행, 지역개발채권 발행 기준 완화 등 건전재정 운용 전략을 통해 개선하였으며, 지방세체납액분야는 세정담당관실의 특수시책인 금융자산 및 산업재산권, 전기사업자태양광발전전력 매출채권, 리스 이용내역에 대한 일제조사를 통해 획기적으로 개선하는 등 고무적인 성과를 달성하였다.

그 결과, 지난해 종합등급 ‘나등급’에서 건전성·효율성·계획성 3개 분야 모두 ‘가등급’을 획득하며, 종합점수 최고점을 기록해 최우수단체로 선정되었으며 행안부장관 기관 표창을 수상했다.

이철우 경상북도지사는 “재정과 예산은 지역발전과 도민의 삶을 챙기는 기반이다. 국비예산은 최대한 확보하고 재정운영은 계속 더 혁신하고 개선해나가겠다.”고 하면서, “어려운 정치, 경제 상황이지만, 지방정부가 중심이 되어 도민들이 일상을 회복하고 안정적인 생활을 할 수 있도록 도정과 재정을충실히 운영해 나가겠다.”고 밝혔다.
