24일 오전 11시 대구 동구청 앞에서 안심이음과 참여연대동구주민회가 기자회견을 개최했다.

이들은 윤석준 청장이 ‘연말까지 건강이 회복되지 않으면 중대 결심을 할 것’이라고 밝힌 것을 언급하며 “12월 말이 다 되어가는 지금 윤 청장은 어디에 있는가”라며 “윤 청장이 지난 기자회견 이후에도 역점사업인 ‘동구 교육 정책포럼’, ‘동구 사랑나눔행사’ 등에 불참했다”고 비판했다.

동구 주민 이고근 씨는 “만약 건강에 문제가 있다면 사퇴하여 동정에 지장을 주지 않는 것이 주민들에 대한 최소한의 예의”라며 “구청장의 부재를 일찍부터 알고 있으면서도 방관한 동구시의회 역시 현 상황에 대한 책임을 면하기 어려울 것이다”고 지적했다.

효목 2동 주민인 대구경실련 조광현 사무처장은 “건강상의 이유로 인한 직무 소홀이 지나치게 장기화되면서 구정의 공백뿐만 아니라 여러 가지 폐해들을 유발하고 있어 사퇴 요구에 나섰다”고 말했다.

그러면서 “윤 청장은 법률이 허용하는 범위 내에서의 연가와 병가를 사용했다고 말했지만 실제 정상적으로 근무를 했는가에 대해서와 동구청 담당 공무원들이 윤 청장의 근태를 제대로 관리했는가에 대한 확인이 필요하다”며 “사실을 확인해 책임을 묻기 위해 감사 청구를 하려 한다”고 전했다.

주민 감사 청구는 위법 부당한 행정처분이나 불합리한 행정제도로 인한 주민의 권익 침해를 구제하는 수단으로 대구시는 관련 조례에 따라 18세 이상 주민 300명 이상의 연서를 받아야 한다.

이에 따라 단체는 “윤 청장의 직무 소홀, 동구청의 근태 관련 조직적 은폐 의혹, 동구청·의회 등에서 벌어진 비위 의혹 등 세 가지 쟁점에 대해 성안하고 최대한 많은 주민들의 서명을 받아 1월 초 중으로 감사를 청구할 예정”이라고 밝혔다.
