이번 세미나는 지난 10월 정책간담회에 이어 진행된 것으로, 포항의 해양환경 보존을 위한 실질적인 대책을 논의하는 자리였다.

전주형 의원을 대표로 하는 연구단체는 김성조, 이재진, 최광열, 최해곤 의원이 참여하고 있으며, 포항의 해양 보존과 발전에 기여하기 위한 실용적인 연구를 수행하고 있다. 이들은 의회 차원의 정책 개발 및 연구 지원을 강화하고자 결성됐다.

이번 세미나에는 연구단체 소속 의원들과 관계 공무원, 전문가들이 참석해 포항 해양의 현안 문제해결 및 지속 가능한 미래 발전을 위한 정책을 심도 있게 논의했다. 특히 두 명의 국내 저명한 전문가가 주요 발제를 맡아 해양환경 문제의 심각성과 해결 방안을 제시했다.

첫 번째 발제자로 나선 한국해양과학기술원의 심원준 책임연구원은‘해양 플라스틱 오염 현황과 전망'에 대해 발표했다. 올해 세계에서 가장 영향력 있는 연구자로 선정된 심 연구원은 전 세계 바다에 떠다니는 미세플라스틱의 심각성을 언급했다. 낙동강 하구의 미세플라스틱 농도는 세계에서 2, 3번째로 높으며, 포항 해안 또한 미세플라스틱 농도가 최근들어 심각한 수준에 이르렀다고 지적하며, 이로 인한 해양생태계와 인간 건강에 대한 악영향을 설명했다. 그리고 실현가능한 저감 정책을 마련해 모범사례를 만드는 것이 중요하다고 강조했다.

홍 대표는 해양쓰레기의 발생원별 유입량, 해안 부유침적 쓰레기 현존량에 기반한 효율적 대응 정책 등을 상세히 소개했다. 또한 해양쓰레기 문제는 정확한 데이터 분석이 중요하다며 드론카메라로 해양쓰레기 분포를 확인하고, 스마트폰으로 촬영하여 AI가 쓰레기 종류와 위치 등을 자동 식별해 분류하는 머신러닝을 도입해야 한다고 강조했다.

특히 올해 개발한‘빅데이터 구축용 스마트 수거앱' 등 혁신적인 방안을 제안하며 이를 해양환경미화원 운영과 접목한다면 포항시가 해양쓰레기 해결의 선도적 역할을 수행 할 수 있을 거라는 자신감을 피력했다.

전주형 의원은 “포항시가 해양환경 보존에 대한 인식을 높이고, 실질적인 해결책을 모색하는 중요한 계기가 되었다.”며, “특히 전문가들의 발제를 통해 제시된 다양한 정책 제안들은 향후 포항시의 해양쓰레기 저감 정책 수립과 해양 환경미화원 도입에 필요한 기초 자료로 활용될 것으로 보인다.”고 말했다.

He also emphasized that accurate data analysis is important for the marine waste problem, and that machine learning should be introduced to check the distribution of marine waste with drone cameras and automatically identify and classify the type and location of waste by taking pictures with smartphones.

In particular, he proposed innovative measures such as the ‘Smart Collection App for Big Data Construction’ developed this year and expressed confidence that if this is combined with the operation of marine environment beautification workers, Pohang City will be able to play a leading role in resolving marine waste.

Assemblyman Jeon Ju-hyung said, “This has become an important opportunity for Pohang City to raise awareness of marine environment conservation and seek practical solutions.” He added, “In particular, the various policy proposals presented through the experts’ presentations are expected to be used as basic data necessary for establishing Pohang City’s marine waste reduction policy and introducing marine environment beautification workers in the future.”
