8일 포항시에 따르면 시는 건전재정 기조를 유지하되 민생 안정, 지역경제 활성화, 취약계층 지원, 시민 편의시설 확충 등 신속한 예산 집행이 필요한 분야에 대해 월별 배정계획을 수립해 상반기 내 집중 배정·집행할 계획이다.

또한 1월 중 신속 집행 보고회를 개최하고, 상반기 내에 전체 신속 집행 관리 대상의 60%(정부 목표 54% 이내)를 조기 집행한다.

시는 대규모 시설 사업의 공정 및 집행률을 집중 관리하고 수의계약 절차 간소화, 선금·기성금 활용 등 한시적 특례를 적극 활용할 계획이다.

이와 함께 시는 포항사랑카드 350억 원 규모를 4일 만에 완판한 것을 시작으로 추가로 250억 원을 발행해 위축된 소비심리 회복을 도울 예정이다.

전국 최대 규모의 소상공인 특례보증지원 2,000억 원 확대 조성, 90억 원 규모의 소상공인·중소기업 이차보전금 지원 등 민생 지원에 대한 시민들의 체감도를 높이고 포엑스(POEX) 건립, 영일만4 일반산업단지 조성 등 지역경제 활력을 견인할 사회간접자본(SOC) 사업에도 속도를 낼 계획이다.

아울러 침체된 골목상권 활성화를 위해 포항시청 내 구내식당 휴무일을 확대하고, 부서별로 명절 장보기 행사를 추진한다.

또한 민간기업과 시민들에게 건전한 소비 활동을 권장하며 지역 상권 활성화와 소비 진작을 유도하고, 침체된 소비심리를 회복하는 데 노력한다는 방침이다.

이강덕 시장은 “시민들의 생활과 직결되는 민생 경제 안정은 신속한 지방재정 운용이 필수적으로 동반돼야 한다”며 “모든 업무를 시민 경제 안정과 지역 상권 회복에 초점을 맞추고 이를 위한 행·재정적 지원을 아끼지 않겠다”고 말했다.
