【브레이크뉴스 대구】진예솔 기자=국민의힘 김상훈 의원(대구 서구)은 명문장수기업 선정 대상을 확대하는 ‘중소기업진흥에 관한 법률’ 개정안을 대표 발의했다고 8일 밝혔다.

중소벤처기업부는 장기간(45년 이상) 건실한 기업 운영으로 경제·사회적 기여도가 높고 세대를 이어 지속적인 성장이 기대되는 중소·중견기업을 선정해 홍보 및 포상한다.

2016년 도입되어 현재까지 총 53개사가 선정됐으며 ▶정부 포상 우선 추천 ▶네트워킹 지원 ▶장수기업 마크 부여 ▶수출ㆍ정책자금ㆍ인력 관련 중기부 지원사업 참여 시 가점 ▶업체 홍보 등의 인센티브가 주어진다.

현행법에서 건설업, 부동산업, 금융업, 보험 및 연금업 등을 명문장수기업 대상에서 제외하고 있다.

콘테크(건설업), 프롭테크·공유오피스(부동산업), 핀테크(금융업), 인슈어테크(보험업) 등 최신 기술을 접목한 신산업이 창출되면서 이들 업종에서도 사회적·경제적 기여가 큰 명문장수기업을 선정해야 한다는 의견이 제기된다.

또한 주된 업종의 변동 없이 계속 사업을 유지하는 것이 명문장수기업의 요건으로 복수의 업종을 영위하는 경우 추가된 업종의 매출액이 총 매출액의 50% 미만일 경우에만 업종 변동이 없는 것으로 본다는 점도 문제로 지적된다. 경영환경 변화에 따라 사업 다각화 등 혁신을 통해 생존하고 성장한 기업을 명문장수기업에서 제외하는 것은 제도 취지에 반하다는 이유에서다.

이에 김상훈 의원은 명문장수기업 지정 대상을 일반 유흥·사행성 업종 등을 제외한 모든 업종으로 확대하고, 추가된 업종의 매출액이 총 매출액의 80% 미만인 경우까지 동일업종을 유지한 것으로 요건을 완화함으로써 제도를 활성화하고 사업다각화를 통한 기업혁신을 고무할 수 있도록 했다.

김상훈 의원은 “중소·중견기업들이 대를 이어 성장하고 혁신할 수 있는 환경을 만들기 위한 입법·정책적 지원에 힘쓰겠다”고 전했다.

In addition, the requirement for a prestigious long-lived company is to continue to operate without changes in the main industry, and in the case of operating multiple industries, it is also pointed out as a problem that there is no change in the industry only when the sales of the additional industry are less than 50% of the total sales. This is because excluding companies that survived and grew through innovation such as business diversification in response to changes in the management environment from prestigious long-lived companies goes against the purpose of the system.

In response, Rep. Kim Sang-hoon expanded the target of the designation of prestigious long-lived companies to all industries except general entertainment and gambling industries, and relaxed the requirement to maintain the same industry even if the sales of the additional industry are less than 80% of the total sales, thereby activating the system and encouraging corporate innovation through business diversification.

Rep. Kim Sang-hoon said, “I will work hard to provide legislative and policy support to create an environment in which small and medium-sized companies can continue to grow and innovate.”
