【브레이크뉴스 경북】이성현 기자=경상북도는 인공지능(AI), 데이터센터, 가상화폐 등 국내 전력수요의 증가와 글로벌 에너지 패러다임 변화에 대응하고 2050 탄소중립 조기 실현을 위해 무탄소 에너지 기반의 수소경제 전환에 박차를 가하고 있다고 21일 밝혔다.

수소는 온실가스 감축과 미세먼지를 줄이는 친환경 에너지로서 탄소중립에 이바지할 에너지원으로 평가를 받고 있으며, 정부는 안정적인 에너지 공급망 확보와 청정에너지 보급 가속화를 위해 세계 최초청정수소 발전 입찰 시장 개설 및 청정수소 인증제를 시행했다.

또한, 2024년 6월‘국민과 함께하는 민생토론회’에서 태양광, 풍력 및 원자력 등 동해의 풍부한 청정에너지원을 바탕으로 친환경적인 ‘동해안 수소경제 산업벨트 조성’을 발표했다.

이에 경북도는 올해 원전을 활용한 저렴한 수소 공급 생태계를 구축하고 거미줄 같은 수소 공급망을 확보하기 위한‘수소에너지 고속도로구축 프로젝트’ 연구용역을 시행할 계획이다.

이번 용역은 울진 원자력수소 국가산단에서 생산된 청정수소를 대구‧경북 전역으로 공급하기 위한 수소 배관망 구축 기본계획 수립과 더불어 수소 배관분야전후방 기업육성과 사업모델 발굴로미래 수소 인프라 조성에 중추적인 역할을 할 것으로 기대된다.

울진군은 지난해 산업부의 예비 수소 특화단지 사전 기획 공모과제에 선정되어 ‘원자력 대용량 청정수소 생산 클러스터’연구용역(2024.8.-2025.4.)을 추진하고 있어, 앞으로 원전을 연계한 100MW급 청정수소생산 시스템 구축을 통해 친환경 수소 산업 생태계를 조성해 나갈 계획이다.

특히, 제1기(포항시)에 이어 국토부 제3기 수소 도시 지원사업에선정된 울진군은 총사업비 400억원(국비 200, 지방비 200)중 올해 수소 도시 마스터플랜 수립 및 실시설계에 국비 10억원이 투입될 계획이며, 수소체험형 주민복지시설 구축 등 수소를 주거‧교통‧문화에 접목하여 친환경도시를 구현해 나간다는 복안이다.

아울러 미래 신성장 동력을 확보하기 위해 포항 블루밸리 국가산단에 구축 중인 수소연료전지 발전 클러스터(1,918억원, 포항)가 제7차 수소경제위원회에서수소특화단지로 지정(2024. 11.)되어 수도권 기업의 이전 보조금 2%를 가산지급하고 산업용지 수의계약 허용 등 연관기업의 집적화로 연구개발 협력 모델 개발의 시너지 효과가 기대된다.

홍석표 경북도 에너지산업국장은 “동해안의 풍부한 에너지자원을 활용해 수소경제의핵심인 저렴한 수소를 생산하고 적극 활용해 다가올 수소경제사회를 준비하겠다”고 말했다.

This service is expected to play a pivotal role in establishing a basic plan for constructing a hydrogen pipeline network to supply clean hydrogen produced at the Uljin Nuclear Hydrogen National Industrial Complex to the entire Daegu and Gyeongbuk region, as well as fostering upstream and downstream companies in the hydrogen pipeline sector and discovering business models.

Uljin-gun was selected for the Ministry of Trade, Industry and Energy's preliminary hydrogen special complex pre-planning competition last year and is currently promoting the 'Nuclear Large-Scale Clean Hydrogen Production Cluster' research service (August 2024 - April 2025), and plans to create an eco-friendly hydrogen industry ecosystem by constructing a 100MW clean hydrogen production system linked to a nuclear power plant in the future.

In particular, Uljin-gun, which was selected for the 3rd hydrogen city support project of the Ministry of Land, Infrastructure and Transport following the 1st (Pohang City) project, plans to invest 1 billion won of the national budget (200 million won from the national budget and 200 million won from the local budget) this year in establishing a hydrogen city master plan and detailed design, and plans to implement an eco-friendly city by incorporating hydrogen into housing, transportation, and culture, such as building a hydrogen experience-type resident welfare facility.

In addition, in order to secure a new growth engine for the future, the hydrogen fuel cell power generation cluster (191.8 billion won, Pohang) currently under construction in the Pohang Blue Valley National Industrial Complex was designated as a hydrogen-specialized complex by the 7th Hydrogen Economy Committee (November 2024), and a 2% additional subsidy for relocation of companies in the metropolitan area is expected to be paid, and the synergy effect of developing a research and development cooperation model is expected through the integration of related companies, such as allowing contracts for industrial land.

Hong Seok-pyo, director of the Gyeongbuk Province Energy Industry Bureau, said, “We will prepare for the coming hydrogen economy society by producing and actively utilizing inexpensive hydrogen, which is the core of the hydrogen economy, by utilizing the abundant energy resources of the east coast.”
