대구 군부대 이전은 대구 미래 100년을 위한 민선 8기 ‘100+1 혁신사업’ 중 미래혁신 주요 사업이자 홍준표 대구광역시장의 핵심 공약사업으로 추진 중이다.

민선 8기 출범과 함께 시민 공감대 형성을 바탕으로 2023년 12월 국방부와 민·군상생 업무협약(MOU)를 체결함으로써 군부대 이전을 명문화했으며, 2024년 초부터 국방부와 함께 최적 이전지 선정 절차를 시작했다.

수차례의 관·군협의체 회의 결과, 국방부는 1단계로 작전성을 포함한 군 임무수행 여건, 정주성을 평가해 예비후보지를 선정하고, 2단계로 사업시행자인 대구시는 사업성, 수용성을 중심으로 평가하여 최종 이전지를 대구시가 선정하기로 했다.

작년 한 해 동안 국방부는 현지 실사를 포함한 예비후보지 평가를 실시했으며, 올해 1월 20일(월) ‘대구 군부대 이전 예비후보지 선정 심의위원회’를 거쳐 1월 21일(화) 대구시로 예비후보지 선정 결과를 통보했다.

선정된 예비후보지는 군위군·영천시·상주시 등 3개 지역으로, 작전·군수·복지 등 군 기능별 임무수행이 용이하고 훈련 효과를 발휘하기에 적합한 것으로 평가됐다.

이어 대구시는 기부대양여 사업의 사업시행자로서 사업성과 수용성을 평가한다.

‘사업성’은 사업비와 사업절차 용이성을 평가하며, ‘수용성’은 이전 지역의 주민 수용성과 이전하는 군부대의 군 선호도를 평가해 3월 초에 평가 결과와 함께 최종 이전지를 선정하여 발표할 예정이다.

평가에 있어 객관성과 공정성을 확보하기 위해 외부 전문기관인 ‘대구정책연구원’에 평가를 의뢰할 예정이다. 대구정책연구원은 그동안 경북도청 이전지나 대구광역시청 신청사 이전지 등을 합리적이고 공정하게 선정했던 경험이 있는 전문 연구기관이다.

앞으로 대구정책연구원은 2월 초에 예비후보 지자체를 대상으로 ‘평가계획 설명회’를 개최하고, 2월 말 평가자료를 접수받아 전문가들로 구성된 ‘평가위원회’를 통해 최종 이전지를 선정할 계획이다.

홍준표 대구광역시장은 “어려운 여건 속에서 국가안보와 지역발전을 위해 민·군이 상생할 수 있도록 노력해 준 국방부에 감사를 표한다”며, “이번에 국방부로부터 통보받은 예비후보지 중 최종 이전지가 3월에 결정되면, 대구 미래 100년 발전의 토대를 마련함과 동시에 정예 강군 육성과 미래 선진 병영환경 조성에 기여할 군부대 이전사업이 본격적으로 추진될 것이다”고 말했다.

Next, Daegu City, as the project executor of the Donation Ocean Project, will evaluate the feasibility and acceptability.

The final relocation site will be selected and announced along with the evaluation results in early March.
