이날 글로벌 정책 동향과 지방 정부 역할을 중심으로 ‘지속가능 발전과 지방정부’를 주제로 열린 이날 포럼은 이강덕 포항시장을 비롯한 간부 공무원들이 참석한 가운데 지방 정부가 지속가능 발전을 위해 수행해야 할 역할에 대해 논의했다.

강의를 맡은 박연희 소장은 지속가능 발전의 개념을 재조명하고 글로벌 정책 동향을 공유하며, 지방 정부가 변화에 어떻게 기여할 수 있는지에 대해 구체적인 사례와 방법론을 제시했다.

또한 기후 위기에 대응하기 위한 지방 정부의 전략과 실행 방안을 설명하며, 포항시가 기후변화 대응을 위해 도입할 수 있는 정책과 프로그램에 대해서도 설명하며 정책 방향을 제안했다.

박연희 소장은 “기후 위기에 대처하며 지속가능한 발전을 이루기 위해 지방 정부의 역할이 그 어느 때보다 중요해지고 있다”며 “지역의 실천이 세상을 바꾼다는 자세로 포항시가 국제사회와 연계해 지역의 책임 있는 실천을 선도하는 지속가능한 도시로 성장하길 기대한다”고 말했다.

세계지방정부협의회 이클레이(ICLEI)는 지역과 글로벌 지속가능발전 노력을 연계하는 세계지방정부 네트워크로 지난 1990년 UN 후원으로 창립한 국제기구다.

현재 세계 131개국의 2,600여 개의 지방 정부가 가입했으며, 우리나라에서는 14개 광역자치단체, 45개 기초자치단체가 가입해 활발한 활동을 이어나가고 있다.

포항시는 지난 2015년 이클레이 회원 도시로 가입을 시작으로 이클레이가 주도하는 캠페인에 참여하는 등 관계를 이어오고 있다. 특히 지난해 세계 지방 정부 기후총회 참여로 환경네트워크 확대하며 이클레이 세계총회 유치 등에 노력하고 있으며, 기후에너지·순환경제·생물다양성 분야의 협력 사업 발굴 등 교류를 강화해 나갈 계획이다.

이강덕 시장은 “포항시는 그동안 미래 에너지 산업으로의 전환, 녹색 생태도시로의 도약을 위해 끊임없는 노력을 기울여 왔다”며 “앞으로도 지속가능한 정책 개발에 매진해 환경과 경제가 조화를 이루는 도시로 발전할 수 있도록 최선을 다하겠다”고 말했다.

Director Park Yeon-hee, who gave the lecture, reexamined the concept of sustainable development, shared global policy trends, and presented specific cases and methodologies on how local governments can contribute to change.

She also explained the strategies and implementation plans of local governments to respond to the climate crisis, and suggested policy directions by explaining policies and programs that Pohang City can introduce to respond to climate change.

Director Park Yeon-hee said, “The role of local governments is becoming more important than ever in coping with the climate crisis and achieving sustainable development,” and added, “With the attitude that local practices change the world, I hope Pohang City will grow into a sustainable city that leads responsible local practices by linking with the international community.”

ICLEI (International Council of Local Governments and Local Authorities) is an international organization founded in 1990 under the auspices of the UN as a global network of local governments that connects local and global sustainable development efforts.

Currently, approximately 2,600 local governments from 131 countries around the world have joined, and in Korea, 14 metropolitan governments and 45 basic local governments have joined and are continuing active activities.

Pohang City began its relationship with ICLEI in 2015 by joining as a member city and participating in campaigns led by ICLEI. In particular, we are working to expand our environmental network by participating in the World Local Government Climate Conference last year and hosting the ICLEI World Conference, and we plan to strengthen exchanges by discovering cooperative projects in the fields of climate energy, circular economy, and biodiversity.
