지역혁신중심 대학지원체계(Regional Innovation System & Education)는 기존 교육부가 주관하던 일관된 대학 재정지원사업의 틀에서 벗어나, 지자체 주도로 지역발전 전략과 연계한 대학교육 혁신 및 지원을 통해 지역과 대학의 동반성장을 도모해 나가는 것이 핵심이다.

2023년 2월 RISE 시범지역으로 선정된 대구시는 그간 타 지자체보다 한발 앞서 RISE 체계로의 전환을 준비해 오면서, 실효성 있는 계획 수립을 위해 지역대학 및 혁신기관, 경제·산업계 등 다양한 주체들과 지속적인 소통으로 의견을 수렴해 왔다.

또한, 원활한 사업추진을 위해 기존 RISE연구센터인 대구정책연구원과는 별도로 기업지원 및 지·산·학·연 협력사업 수행에 경험이 많은 (재)대구테크노파크를 지난달 17일(금) RISE사업센터로 추가 지정했다.

대구형 RISE 계획은 4대 프로젝트, 17개 단위과제로 구성돼 대학의 혁신을 기반으로 지역 주력산업과의 연계를 통한 인재양성 및 산업구조 혁신, 취·창업유도, 정주 여건 개선은 물론, 나아가 지역사회 혁신으로 연결되는 선순환체계 구축이 목적이다.

올해 대구 RISE 사업의 전체 예산은 총 1,200억 원(국비 1,000억 원, 지방비 200억 원) 규모이며, 다음 달 11일(화)까지 약 5주간 수행대학 선정을 위해 대구 소재 대학들을 대상으로 사업공모를 진행한다.

지역 대학들은 이번 공모를 통해 대학별 특성과 강점, 단위과제 간의 연계성 및 시너지 효과 등을 종합적으로 고려해 하나의 패키지 형태로 사업을 신청하게 된다.

대구시는 대학별 사업계획서 접수 후, 관련 전문가들로 구성된 선정평가위원회의 요건검토, 서면평가, 대면평가 등을 거쳐 오는 3월 말에 최종 선정결과를 발표할 예정이다.

아울러, 대구시는 사업의 차질 없는 수행을 위해 지난해 대학과 기업을 대상으로 13회에 걸쳐 설명회를 개최했으며, 올해 1월 23일(목)에도 지역대학 대상 사업공고 사전설명회를 통해 의견을 수렴했다.

또한, 공고 기간 중에도 사업계획서 작성방법 등 상세안내를 위한 추가 설명회를 2회 이상 개최 예정으로, 지역대학, 유관기관, 기업, 구·군 등 참여 대상 기관들과의 지속적인 소통을 이어갈 계획이다.

정재석 대구광역시 대학정책국장은 “학령인구 감소와 지방소멸이라는 위기 속에서 RISE 체계는 중요한 기회이자 전환점이 될 것이다”며, “지역사회가 함께 성장하고 상생해 나갈 수 있도록 대구형 RISE 체계를 성공적으로 안착시키기 위해 최선을 다하겠다”고 말했다.
