경북도에 따르면 저출생과 전쟁 혁신 대책 회의는 저출생 극복 과제 추진 상황을 점검하고 새로운 혁신 대책을 논의하기 위해 만든 경북도의 저출생 극복 대표 브랜드로 지난해부터 도지사 주재로 이어져 오고 있으며 이번 회의가 제27회차다.

이날 회의는 관계 공무원과 공공기관장이 참석한 가운데 정재훈 행복재단 대표이사의 ‘저출생과 전쟁 시즌2 계승과 변화의 길’ 대책 발표에 이어 실‧국별 저출생 극복 신규사업이 논의됐다.

먼저, 정재훈 대표는 주제 발표를 통해 경북도가 마련한 현장 목소리에 기반한 대책들이 단기 출산율 반등에 긍정적인 영향을 미쳤으므로 정책을 이어가야 하고, 시즌2에서는 경제적 비용 지원과 함께 삶의 만족도 향상을 위한 정책 추진이 병행되어야 한다고 말했다.

이를 위해, 평등한 가족문화 정착, 비혼‧이민 등 다양한 가족 형태 포용을 강조했으며, 특히 생활공동체로서 행복공동체를 구축하고 강력한 지방분권 기조 아래 지방시대와 균형 사회 담론을 확대해 가자고 제안했다.

이어진 실‧국별 저출생 극복 혁신 대책 논의에서는 다양한 아이디어가 나왔다.

먼저 저출생과 전쟁본부에서는 음력 7월 7일(양력 8월 29일) 칠월칠석에 견우직녀 만남의 날을 추진해 경북의 미혼 남녀를 이어주는 프로그램을 추진한다. 문(Moon) 보트, 연예 상담, 매칭 토크, 커플 게임, 지역 관광 명소 투어 등 다양한 프로그램을 구상하고 있다.

소방본부에서는 결혼과 출산을 앞둔 소방공무원이 가족과 함께 생활할 수 있도록 희망하는 소방관서로 전보 우대할 수 있는 제도를 마련한다. 상반기 중 소방공무원 인사 관리 규정을 개정할 계획이다.

공항투자본부에서는 도내에 투자하는 기업이 사업장 내 돌봄 시설을 설치하는 경우 입지 및 시설 보조금 등을 지원하는 방안을 계획하고 있다. 또한, 산단 청년문화센터 내에 24시간 돌봄이 가능한 어린이집, 돌봄센터 운영 등을 검토하고 있다.

기후환경국에서는 최근 불임‧난임 부부가 증가하는 추세를 고려해 환경호르몬에 대한 이해도를 높이고 예방할 수 있게 예비 및 신혼부부를 대상으로 환경호르몬 제로 캠프를 운영한다. 캠프 참가 부부는 환경호르몬 검사 실시 및 환경호르몬 없이 살아보기 체험, 예방 교육 등을 받는다.

산림자원국에서는 영유아, 보육교사, 가족 등을 대상으로 찾아가는 유아 숲 프로그램을 지원하고 임산부를 대상으로는 치유의 숲 태교 프로그램을 운영한다.

건설도시국에서는 신규 도시개발사업 개발계획 수립 시 아이 돌봄 시설 설치를 적극 유도하기 위해 용도지역 상향 및 용적률 완화 등을 해당 시군과 협의해 추진한다. 이와 관련, 경주 외동지구 도시개발구역 내에 영유아 보육시설, 어린이 도서관, 실내 놀이터 등 아이 돌봄 시설 설치를 계획 중이다.

경상북도경제진흥원에서는 20~30대 여성을 위한 자기 경영 일자리*창출 및 지원 모델 개발을 위해 정책연구 T/F를 운영해 세부 대책을 마련하고 있다. 이를 통해 좋은 일자리와 직업으로 젊은 남녀가 연애하고 결혼할 수 있는 여건을 조성한다는 구상이다.

이철우 경상북도지사는 “저출생과 전쟁은 계속돼야 한다. 지속 추진이 승리의 관건으로 작년에 이어 현장 의견을 바탕으로 더 피부에 와닿게 더 강력하게 추진하겠다”며 “저출생은 국가적 중증으로 경북도가 중증외상센터라는 각오로 뛰어다니며 만남부터 결혼, 출산, 돌봄 등 저출생 극복 전주기에 대응하는 혁신적인 정책을 마련하겠다. 도민, 기업, 대학, 전문가 등 지역사회 모두가 역량을 모아주길 당부드린다”고 강조했다.
