대구경실련은 12일 “대구기계부품연구원이 현 원장을 새 원장으로 선임한 것은 대구시와 대구기계부품연구원이 연구원 관련 비리 의혹의 진상과 책임 규명을 회피하는 것”이라며 “대구기계부품연구원은 현재 입찰비리, 연구개발사업비리, 관련 기업과의 유착 비리, 시설물 불법·특혜 임대 비리, 대구시 공무원의 부정청탁 비리, 낙하산 인사 비리 등으로 경찰의 수사가 진행중”이라고 밝혔다.

그러면서 “대구기계부품연구원 비리 의혹의 대부분은 송규호 원장의 재임 중에 있었던 일이라는 점, 원장 공모시 면접 시삼과정의 담합 의혹, 대구시 공직유관단체로 대구시장의 승인하에 임명된다는 점 등으로 비춰 송 원장의 선임은 취소되어야 한다”고 재차 강조하고 “그럼에도 여러 비리 의혹에 대한 책임을 물어야 할 인물에 대하여 대구시가 채용 관련 의혹까지 감수하고 있다”고 비판했다.

경실련은 이와 함께 “대구기계부품연구원 원장 선임은 대구기계부품연구원 비리 의혹에 대한 경찰의 부실, 늦장 수사와 무관하지 않다”며 “경찰이 부패행위 신고를 받은 국민권익위원회가 이첩한 비리의혹을 신속하고 철저하게 수사를 했다면 현 원장이 새 원장 공모에 지원조차 하지 못했을 수 있다”고 지적했다. 실제, 대구기계부품연구원의 비리 의혹은 지난해 10월에 열린 국회행정안전위원회의 경찰청에 대한 국정감사에서 도 제기됐다.

한편, 대구경실련의 원장 선임 취소 요구는 비록 원장 본인은 무혐의 처분이 났지만 2023년부터 지속되고 있는 연구원의 각종 비리에 대한 책임에서는 자유롭지 못하다는 것을 의미한다. 

대구기계부품연구원은 민법과 산업통장자원부장관 및 그 소관 소속 청장 비영리법인의 설립과 감독에 관한 규칙에 의해 설립, 운영되는 재단법인이다. 대구시 경제부시장이 당연직 이사장직을 맡고 있는 공직유관단체이면서 대구시 경제부시장이 선임직 이사, 감사 추천권과 각 부서장에 대한 임면권을 가지고 있고, 원장 임명에는 대구시장의 승인도 받는다. 사실상 대구시가 지배하는 기관이라고 봐야 한다. 

대구경실련은 “경찰이 여러 비리 및 담합 의혹, 그리고 채용 과정에 대한 의혹이 해소되지 않은 상태에서 현 원장을 임기 3년의 새 원장으로 선임한 대구기계부품연구원의 결정은 지역사회의 큰 우려가 예상된다”며 “원장 선임을 취소할 것을 요구한다”고 촉구했다.

Meanwhile, the Daegu Real Estate Association’s request to cancel the appointment of the director means that although the director himself was cleared of charges, he is not free from responsibility for the various corruptions at the research institute that have continued since 2023.
