김 행정부지사는 이날 면담에서 APEC 정상회의를 대비해 대한민국의 첨단 기술과 한류 문화를 선보일 전시공간 마련, 공연장 개보수, 정상회의장 경관조명 설치, 기념공원 조성사업 등을 위한 특별교부세 지원을 건의했다. 또한, 경북에서 진행 중인 저출생 극복을 위한 재정지원 항목을 보통교부세 산정에 추가하고, 폐기물 소각 및 매립시설에 대한 지역자원시설세 과세를 신설하는 등의 자주재원 확보를 위한 제도 개선을 요청했다.

경상북도는 지난해 6월 2025년 APEC 정상회의 개최도시로 경주가 선정된 이후, APEC 준비지원단을 조직하고 관련 부처에 시급성을 설명하며 국비 예산 확보에 나섰다. 그 결과, 2025년 정부 예산에 회의장, 숙박, 교통 등 기반시설 정비를 위한 1,700억원 예산을 반영하는 성과를 거두었다. 또한, 2025 경주 APEC 정상회의 지원 특별법이 국회 본회의를 통과하며 중앙정부의 법제도적 지원도 마련됐다.

경상북도는 APEC 정상회의 준비를 위해 매주 행정부지사 주재로 준비 상황을 점검하고, 도 산하 공공기관과 협력해 유관기관 협업체계를 강화하는 등 철저한 준비에 박차를 가하고 있다. 또한, APEC 이후의 사업을 발굴하여 구체화하고, 이를 재정적으로 지원하기 위해 3월 중 자체 추경예산을 편성할 예정이다.

 Gyeongbuk Province Requests Central Government Support for Successful Hosting of APEC Summit

On the 24th, Gyeongsangbuk-do Deputy Governor Kim Hak-hong met with Acting Minister of the Interior and Safety Ko Ki-dong at the Sejong Government Complex and requested full administrative and financial support from the central government for the successful hosting of the 2025 APEC Summit.

During the meeting, Deputy Governor Kim suggested special grant support for the establishment of an exhibition space to showcase Korea’s cutting-edge technology and Korean Wave culture in preparation for the APEC Summit, renovation of the performance hall, installation of landscape lighting at the summit venue, and creation of a memorial park. He also requested institutional improvements to secure self-reliant financial resources, such as adding the financial support items for overcoming the low birth rate currently underway in Gyeongbuk to the calculation of general grants and the establishment of a local resource facility tax on waste incineration and landfill facilities.

Since Gyeongju was selected as the host city for the 2025 APEC Summit in June of last year, Gyeongsangbuk-do organized an APEC preparation support team and explained the urgency to relevant ministries to secure national budget. As a result, the 2025 government budget reflected a budget of 170 billion won for infrastructure development such as conference halls, accommodations, and transportation. Gyeongsangbuk-do is thoroughly preparing for the APEC summit by checking the status of preparations every week under the direction of the administrative vice-governor and strengthening the collaboration system among related organizations in cooperation with public organizations under the provincial government. In addition, it plans to prepare its own supplementary budget in March to discover and specify post-APEC projects and financially support them.
